1.0 INTRODUCTION
This Operations Plan (Plan) update is provided for the continued operation of the permitted
Solid Waste Transfer Station 2703T-Transfer-1996 located at 216 Airport Road, Maple,
Currituck County, North Carolina. Currituck County is the owner and Republic Services, LLC is
the operator of the Transfer Station. This Plan has been prepared and updated in accordance
with the requirements of the North Carolina Department of Environmental Quality (NC DEQ),
Division of Waste Management (DWM), Solid Waste Section (SWS), Solid Waste Management
Rules codified under Title 15A, Chapter 13, Subchapter B of the North Carolina Administrative
Code (15A NCAC 1313) and in response to a letter issued by the NC DEQ DWM SWS on April
20, 2022. This Plan replaces the previous Transfer Station Operations Plan.
1.1 Purpose of Plan
The purpose of this Plan is to provide the Owner (County) with a reference document that
includes the necessary information and procedures for operation of the County Transfer Station
in compliance with the issued permit and all applicable rules concerning Transfer Stations. The
plan addresses the following topics:
Waste acceptance criteria
Facility operations
Erosion control requirements
Drainage control and stormwater management
Disease and vector control
Signage and safety requirements
Access and security requirements
Facility inspections
Closure Plan
All personnel involved with the management or supervision of the facility are required to review
the Plan and to maintain the facility in accordance with the issued permit and applicable rules
and regulations. A copy of this Plan will be kept at the Transfer Station.
1.2 Facility Location
The Currituck County Transfer Station is accessed via Highway 158 (Shortcut Road) and
turning north onto Barco Way, and then right onto Aviation Parkway and then a left on Terminal
Road which leads to the entrance of the Transfer Station. The Currituck Transfer Station is
located at 216 Airport Road, Maple, North Carolina 27956 — Longitude 76 0' 39.17" Latitude 36
23' 49.68". The location of the facility and surrounding area is shown on the attached Figure 1.
The parcel(s) on which the Transfer Station is located are County owned and includes a variety
of land uses in addition to the Transfer Station. These uses include:

The attached Figure 2-Site Layout/Closure Plan shows the Transfer Station and its main
components along with the locations referenced above.
1.3 Service Area
The service area for the Transfer Station includes Currituck County, North Carolina, and
surrounding areas. Wastes are collected from County convenience centers, commercial and
residential routes, industrial and institutional operations, and all other entities within Currituck
County. Numerous companies and individuals bring waste to the transfer station. Waste from
Dare County and Camden County is received when hauling rates to Currituck are more
favorable than hauling to Dare County's transfer station or to Pasquotank County from Camden.
2.0 FACILITY OPERATIONS
2.1 Overview & Facility Components
The facility is owned by Currituck County and operated by Republic Services. Waste accepted
at the Transfer Station is primarily transported to the East Carolina Environmental Landfill, in
Aulander, NC , by Republic Services, Inc. Per DWM SWS policy, waste may be transported to
any disposal facility permitted to receive wastes from the service area. Operation of the
Transfer Station is conducted in accordance with permit number 2703T-Transfer-1996 and
operational requirements set forth in DEQ DWM Solid Waste Rules ( NCAC 13B .0402).
The Transfer Station is secured with a locking swing gate that blocks access to the site when
the facility is closed and access to the Transfer Station is further restricted by ponds, fencing,
woodlands and other natural barriers. Currituck County intends to staff the facility 48 hours per
week. The contract with Republic Services of North Carolina, LLC requires the facility to be
operated until all waste is removed from the tipping floor each evening, and the company's staff
shall remain at the facility until completed.

2.1.1 Transfer Station
The transfer station is of metal construction, three sided and roofed. It is equipped with a

tipping floor and a chute through which materials are transferred to containers for hauling. The
operator (Republic Services) utilizes their own equipment to push the refuse from the tipping
floor through the chute to fill transfer containers below. Water for cleaning the tipping floor is
available via county water and piped to a spigot inside the transfer station's roofed tipping floor.
Floor drains convey leachate to six underground containment tanks located behind the transfer
station. A truck scale is located on the property and is manned with a scale operator during
working hours. Collection vehicles delivering waste to the facility enter via Airport Road and are
required to be weighed on the scales. All vehicles entering the tipping building deposit waste on
the tipping floor. The entire tipping floor and transfer trailer (on the lower level) are under one
roof. The roadways from Airport Road to the scale house and from the scale house to the
tipping floor are paved.
The transfer station attendant directs vehicles to back into the facility. Adequate area is
available in front of the transfer station for drivers to queue their vehicles into a backing
maneuver. Once the vehicle is in position the waste will be discharged directly onto the tipping
floor. The attendant will inspect the discharged load. The attendant separates out all
appliances, tires, propane tanks and other materials from the load before it is pushed into the
waiting transfer trailer below.
The trailers are removed as they are filled, all trailers are promptly tarped upon being moved to
the yard, and before they are taken off the property.

2.1.2 White Goods and Scrap Metal
White goods and scrap metals are taken to the white goods storage area. There is a 100' x
150' concrete pad for this purpose. The County contracts with a third -party vendor to remove
refrigerants as necessary. Personnel ensure that white goods with refrigerants are stored
upright until all refrigerants are properly evacuated by the third -party vendor. Scrap metal is
also removed by a separate third -party vendor.
2.1.3 Yard Debris and Untreated Wood
Yard debris, pallets and untreated wood are taken to the yard debris area and are ground and
hauled by a third -party vendor to use as mulch. Yard Waste is ground at least twice per year.
The Currituck County Transfer Station operates under Rule .1402 (f) (6) as a small facility that
receives less than 1,000 cubic yards of brush debris and requires less than two acres to
manage the yard waste stream. The Currituck Transfer Station processes less than 6,000 cubic
yards of brush debris per quarter. The County will continue to meet the requirement under Rule
.1402 (f)(6).
2.1.4 Recyclables
Numerous additional recyclables may be managed separately at this site. Currituck County
does not have a C&D recycling program (except for clean concrete and brick), therefore,
Construction and Demolition (C & D) debris passes through the transfer station and is not
separated at the facility.

2.1.5 Tires
Tires are placed in containers in the tire storage area and hauled out by a third -party vendor as
each container becomes full. The tires are taken to a permitted off -site facility for recycling
and/or disposal.
2.2 Personnel, Inspections and Acceptance of Waste
The facility is owned by Currituck County and operated by Republic Services. The transfer
station will accept only waste it is permitted to receive, and will not accept hazardous or liquid
waste, asbestos, or other wastes not accepted at the final disposal facility. The site for final
disposal of the waste shall be East Carolina Environmental Landfill, in Aulander, NC. The
NCDWM will be notified of any changes in disposal site.
Site personnel shall screen incoming loads weekly at a rate of no less than five percent of the
average daily waste tonnage reported in the site's annual report for the previous year. Site
personnel shall be trained annually to identify liquid waste, hazardous waste, polychlorinated
biphenyl (PCB) wastes, special wastes as defined in G.S. 130A290(a)(40), wastes banned from
landfill disposal and wastes that the intended final disposal site is not permitted by the Division
to accept. Waste screening and rejected wastes shall be recorded in writing, and the records
shall be kept on site for no less than five years and shall be made available to the Division
during a site inspection or upon request. Received waste is screened as each load is dumped
on the station floor to evaluate contents. Barrels and drums will not be accepted unless they are
empty, have been inspected, and are perforated to ensure that no liquid or hazardous waste is
contained therein. Non -conforming waste is not accepted and any loads containing non-
conforming waste are refused.
During the off-season (October through April), an average of 45 tons of waste per day is
received at the transfer station; in the tourist season (Memorial Day to Labor Day) the amounts
received increase to approximately 110 tons per day.
If unacceptable wastes are found during an inspection or at any time, the driver of the vehicle
will be instructed to leave the facility with their unacceptable waste. If unacceptable wastes are
inadvertently dumped onto the tipping floor, the waste will be reloaded into the vehicle and
removed from the facility by the generator. Examples of unacceptable wastes include
hazardous wastes (defined by 15A NCAC 13A), polychlorinated biphenyl (PCBs, as defined in
40 Code of Federal Regulations [CFR] 761), liquid wastes, wastes required to be recycled by
local ordinance, used oil (not placed in the used fluids area), yard trash, white goods (not placed
in the used appliances area), antifreeze (not placed in the used fluid area), whole scrap tires
(not placed in the scrap tire trailer), medical waste, lead acid batteries (not placed battery
shelter), sludge, asbestos -containing material, animal wastes, and containers that are either
smoking or emitting noxious vapors. The Transfer Station operator must notify the NC DEQ,
SWS Washington Regional Office (252) 946-6481 within 24 hours of receiving non -permitted
waste.
If a burning or smoldering load is discovered upon arrival at the scale house or the tipping floor,
the staff will not allow discharge/unloading of the waste. The vehicle operator will be advised to
move the vehicle to a safe area as directed by facility staff. The load must then be discharged

at that location. The local fire department shall be summoned in all instances where a
smoldering or burning load is brough to the facility. If the load is burning wood, it must be
extinguished by use of an approved fire extinguisher or appropriate soils. If the burning material
is not wood, then facility staff should monitor the situation until arrival of fire department
personnel. Once the fire has been extinguished and the cause determined, the load should be
placed into the transfer trailer for disposal if appropriate, or otherwise removed by the generator
and disposed of properly.
If hazardous waste is identified in vehicles arriving at the Transfer Station or while on the tipping
floor, personnel shall immediately notify the driver and, as appropriate, contact the County
Emergency Management personnel and the NC DEQ, SWS. If such an event occurs, the public
and any untrained personnel must be kept away from the area until Emergency Management
personnel clear the scene. Available information concerning the waste should be provided to
Emergency Management personnel and NC SWS staff by the certified operator.
3.0 CONTINGENCY PLAN
The operator maintains a spare loader on site and has spare yard trucks in its fleet to cover
mechanical breakdowns of primary equipment.
The County of Currituck has a 4500-Watt Generac generator on standby to power the transfer
station in prolonged power outage situations. A Honda 5500-Watt generator is on hand to
power the scales and scale operator office in prolonged power outage situations.

Emergencies that disturb the essential functions of the Transfer Station and warrant contacting
emergency management include, but may not be limited to the following events:
Fire, smoke, explosions
Spillage of leachate, petroleum products or other hazardous or unknown liquids
Extreme weather (e.g. lightning strikes, tornadoes, extreme wind etc.)
Power and equipment failures
Personnel and user safety issues
Medical emergencies
Vehicular accidents with injuries or substantial damage to structures, utilities etc.
Explosive gas detections

Fires that occur at the Transfer Station require verbal notice to the Solid Waste Section within

3.2 Access, Security, and Traffic Control
Access to the Transfer Station is controlled by a locking gate at the facility entrance. Priority
areas are further secured through perimeter fencing containment and ponds. During operating
hours, site personnel control access. As vehicles arrive at the Transfer Station, signage directs
vehicles to the scale house. Transfer Station personnel then direct drivers to position their
vehicles at the correct unloading location once there is sufficient room to maneuver on the
concrete tipping floor or other drop off locations. The tipping area is adequately sized to
accommodate multiple vehicles unloading simultaneously. When the contents of the vehicle are
emptied, the driver is instructed to move the vehicle away from the tipping floor and exit the
Transfer Station following posted signage and marked egress routes.
3.3 Housekeeping and Litter Control
Incoming waste must be transported to the Transfer Station in covered or enclosed vehicles.
Outgoing transfer trailers must also be covered or enclosed. Throughout, and at the end of
each working day, facility personnel shall police the facility for loose litter and collect it.
Collected litter should be placed in correct containers for proper disposal.
The tipping floor is cleaned and rinsed at least once per day or more often as needed. Trailers
containing waste that remain on site temporarily shall be parked under the Transfer Station
building or covered with a waterproof covering and contained within a leakproof trailer. In
addition, any loaded transfer trailer remaining on site shall be parked so that the rear of the
trailer is higher than the front. Leachate collection containers (troughs, barrels or similar) shall
be placed under the rear of the trailer to collect any leachate and prevent release of leachate to
the environment. Leachate collection containers shall be emptied into the leachate collection
system after use.
3.4 Disease and Vector Control
Daily removal of waste in conjunction with daily housekeeping procedures is required by the NC
DEQ, SWS and effectively prevents development of vector -related problems. Regular
washdown of Transfer Station surfaces is another effective practice utilized to prevent disease
and vector issues.
3.5 Dust and Fire Control
Traffic is controlled at low speeds of less than 10 miles per hour within the facility for safety and
to reduce dust. Paved road surfaces in most areas of the facility also reduce the potential for
dust.

Fire suppression equipment shall be provided to control accidental fires and arrangements have
been made with the local fire protection agency to immediately provide fire protection when
needed. The transfer station building has been equipped with hose bibs located on the wall of
the facility and an appropriate number of fire extinguishers to effectively control accidental fires.
Fires at this facility require verbal notice to the Division of Solid Waste within 24 hours and
written notification shall be submitted within 15 days. Notification shall be submitted to the

268-1524.4.0 Environmental Requirements
3.6 Drainage Control and Wastewater Collection
Wastewater generation is minimized by the metal -roofed building that covers the tipping floor
and loading bay. Wastewater flow at the Transfer Station consists of small volumes of
washdown water and any leachate present in dumped waste. A trench drain is located along
the entrance edge of the sloped tipping floor and all wastewater drains by gravity to pipes and
underground tanks. The trench drains are cleaned out daily following the cleanup of the
Transfer Station floor. Leachate tanks are inspected daily, and a local septic tank pumping
service is contracted to empty the tanks and transport wastewater to a permitted location for
proper disposal as needed.
3.7 Erosion Control and Stormwater Management
Areas adjacent to the Transfer Station are graded to direct stormwater away from the facility.
Grassy herbaceous vegetation shall be maintained on soil areas and slopes to help prevent
erosion. Stormwater is generally conveyed through conveyance and erosion control measures
or stormwater control measures to flat vegetated areas to promote infiltration, detain runoff, and
slow stormwater velocity. Stormwater on the property naturally drains to ditches, ponds and
wooded wetlands areas.
Paved areas near the Transfer Station are also sloped for positive drainage away from the
facility. Ponding water areas shall not be allowed to persist if they form. Gutters and
downspouts divert stormwater away from structures into natural or constructed drainage
conveyances. The certified Operator will periodically inspect these features to confirm their
quality, function and need for maintenance when necessary. Erosion, sedimentation, and
stormwater related problems shall be repaired as soon as possible.
4.0 FACILITY INSPECTIONS
Routine maintenance inspections of the facility are conducted daily by a certified Operator and
documented monthly. The inspections shall document the condition of the site (e.g., roads,
scales, Transfer Station, erosion -control features, litter, etc.) as well as any operational issues
observed. At a minimum, the inspections shall include the following items:
Transfer trailers
Building and foundations
Retaining walls and push walls
Fire extinguishers
Electrical systems

If unsatisfactory conditions are noted during any inspection or by any Transfer Station employee
at any time, the concerns must be reported to the Operator and/or Currituck County Public
Works Director within 24-hours by phone. If any threats to either human safety or the
environment are identified, immediate action must be taken to correct the situation. If
necessary, operations at the Transfer Station should be suspended temporarily until the proper
corrective actions have been taken. In the unlikely event of a severe accident or emergency,
the proper authorities must be notified, and off -site support requested.
If hazardous conditions, such as roadway icing, flooding, or some natural disaster at the Subtitle
D Landfill occur and waste is not able to be accepted at the receiving landfill, the Landfill waste
hauling contractor must notify the Transfer Station Operator or Currituck County Public Works
Director immediately. If such notification is not properly received, the Landfill waste -hauling
contractor will be responsible for any ensuing regulatory violations or operational costs.
5.0 ELECTRONICS MANAGEMENT
Electronics are accepted at County Convenience centers and contained inside metal storage
containers. The containers are brought to the Transfer Station and then subsequently removed
by a third -party vendor. The Transfer Station does not accept electronics in any other manner.
6.0 CLOSURE PLAN
6.1 Introduction
In accordance with 15A NCAC 13B .0406 Closure Requirements, Currituck County provides the
following schedule and documentation of a closure of the Currituck County Transfer Station
should closure ever be warranted. A plan that illustrates the areas where specific closure
activities will occur is included as Figure 3-Currituck County Landfill Site Layout/Closure

6.2 Notification
Pursuant to 15A NCAC 13B .0406 (a) (1) Currituck County shall submit written notification of
planned closure to the Division no less than 90 days prior to the proposed date of cessation of
waste acceptance at the Currituck County Transfer Station. When the closure activities have
been completed (180 days from beginning of closure activities) the County shall notify the
Division in writing that the closure requirements have been met. The notification shall state how
the requirements were met and shall be placed in the operating record.

6.3 Closure Activities
Currituck County shall remove all waste associated with the Transfer Station (as identified on
Figure 3) from the Site and permanently close the facility within 180 days from the date of the
beginning of closure activities. Please refer to Figure 3 for locations of the following.
6.3.1 Transfer Station Buildings
All waste will be removed from the tipping floor and all surfaces will be power washed
during closure activities. The metal Transfer Station building will remain on site in its
current location. Currituck County may (at its discretion) dismantle metal and recyclable
products from the structure or contract with a third party to dismantle and recycle or
reuse any portion of the metal structure. Costs for building removal are not considered.
6.3.2 Weigh Station and Scales
The scales, scale house and supporting structures will be cleaned (if necessary) and all
contents of the scale house will be removed. The scale house may be reused on other
County property and the scales will remain in place but may be dismantled and recycled
by a third party. Costs for building removal are not considered.
6.3.3 Removal of Waste and Containers
All waste at the facility will be removed and disposed of as currently permitted or with a
licensed third -party contractor. All waste will be removed from the site. All recycling will
be removed from the site as well. All waste containers will be removed from the site
once all waste has been removed.
6.3.4 Leachate Collection System
The leachate collection tanks will be evacuated and removed by a qualified contractor.
Drains and inlet pipes that are not able to be removed will be capped so that no
stormwater or other liquids are able to enter the pipes.
6.3.5 Beneficial Fill/LCID
All mulch and woody debris will be removed from the site to the maximum extent
practicable. Areas that are disturbed and or are unvegetated will be graded, disced,
tested for pH and nutrients and amended and seeded, as necessary. Mulch may remain
at average depths of two inches. Where possible, a maximum slope of 3:1 will be
maintained. Any slopes greater than 3:1 may require soil matting.
6.3.6 Gradinq and Seeding
Active areas of the site are estimated to be approximately 4.5 acres and include areas
that are used for disposal of land clearing debris. All these areas would be graded so
that slopes are 3:1 or less, have positive drainage and stabilized by following the general
seeding specifications provided on Figure 2.
6.4 Final Inspection
A final inspection for closure shall be conducted by the Division to verify that the conditions of
closure in this Rule have been met.

6.5 Recordation of Notices and Corrective Action
Currituck County shall record the following notices:
1. If the site has been required by the Division to conduct a corrective action program
following closure of the site in accordance with this Rule, or elects to leave a leachate
collection system or tank in place for future use, the owner or operator shall submit to
the Division a notice for the site property that has been recorded at the county Register
of Deeds office that meets the following criteria:
(A) The notice shall be discoverable during a title search for the site property deed.
(B) The notice shall be in accordance with G.S. 130A-310.71(e) or G.S. 143B-279.10.
(C) The notice shall notify any potential purchaser of the property that the land has been
used as a solid waste management facility and its use may be restricted by the
Division.
2. If the Division requires groundwater or surface water monitoring or corrective action at
the site in accordance with Rule .0405(a)(2) of this Section, the monitoring and
corrective action at the site shall continue in a post -closure care period until the Division
authorizes termination of corrective action at the site in accordance with 15A NCAC
02L .0106.
Currituck County may submit a written request to the Division after closure to remove the land -
use restrictions. If the Division approves removal of the land -use restrictions, the Division shall
provide approval documentation to the County stating that the land -use restrictions at the site
have been removed, and the County may record the approval documentation with the Register
of Deeds. The Division shall approve the removal of land -use restrictions if the following
conditions are met:
(1) all post -closure care activities required by the rules of this Section have been
completed.
(2) the Division authorizes termination of any corrective action program in accordance
with 15A NCAC 02L .0106; and
(3) any leachate collection system has been removed.

The Financial Assurance Program ensures there is enough funding in place to the benefit of the State to
take on the described tasks should the owner/operator not be able to do so. This will ensure the
environmental burden is not on the residence of North Carolina.
This form will allow an owner/operator coming into compliance with the revised Transfer Station .0400
Rules to submit an initial itemized cost estimate that addresses the closure task requirements within the
closure plan.

Cost Estimate Requirements for Closure
In accordance with 15A NCAC 13B .0404,_
0) The closure plan shall include the following information:
(1) a description of all activities, including the removal of any remaining solid wastes or materials from the site,
activities required for the closure of the site, and abandonment of all on -site systems;
(2) a schedule for completing the closure activities as set forth in Rule .0406 of this Section;
.(3) the cost estimate for closure and post -closure care activities; and
(4) a plan for retention of operating record and receipts including those from closure activities.
(k) Sites shall comply with financial responsibility requirements in accordance with G.S. 130A-295.2 and Section .1800 of
this Subchapter. If the Division requires the site to conduct post -closure care in accordance with Rule .0406(c) of this
Section, the site shall maintain financial assurance during the post -closure care period until released from post -closure
care by the Division
In accordance with 15A NCAC 13B .0406,
(b) The owner or operator shall complete the following closure activities to close the site:
(1) The owner or operator shall remove all waste from the site in accordance with the requirements of this
Subchapter.
.(2) Leachate collection systems, if present, shall be closed in accordance with the leachate management plan
incorporated into the permit by Rule .0404(d) of this Section.
Q) The owner or operator shall complete any closure activities stated in the closure plan incorporated into the
permit by Rule .0404(d) of this Section.
(4) If the site has been required by the Division to conduct a corrective action program following closure of the site
in accordance with this Rule, or elects to leave a leachate collection system or tank in place for future use, the
owner or operator shall submit to the Division a notice for the site property that has been recorded at the county
Register of Deeds office that meets the following criteria:
(A) The notice shall be discoverable during a title search for the site property deed.
(B) The notice shall be in accordance with G.S. 130A-310.71(e) or G.S. 14313-279.10.
