I certify that abandonment of the monitoring wells in this report was completed under my supervision
and that I prepared this Monitoring Well Abandonment Report. This report was prepared in general
accordance with North Carolina Department of Environmental Quality (NCDEQ) 15A NCAC 2C Rules
for well construction and abandonment standards.

2.0 INTRODUCTION
This report details the abandonment of five groundwater monitoring wells identified as MW-17, MW-
17A, MW-18R, MW-18AR, and MW-24 located at the Charlotte Motor Speedway Landfill V. The
landfill operates under solid waste permit No. 1304-MSWLF-1992 and is located at 5105 Morehead
Road in Concord, North Carolina. This report serves as the required certification for the well
abandonments. The facility and monitoring well locations are depicted on Attachment 1.
3.0 MONITORING WELL ABANDONMENT
The well abandonments were completed on November 28 and 31, 2022 by SAEDACCO, Inc. (North
Carolina Certified Well Contractor #4561-A). The well abandonment records (forms GW-30) provided
by SAEDACCO are provided as Attachment 2. The abandonment was completed under the
supervision of Jared Hamela, a North Carolina Licensed Geologist.
Well abandonment activities begin with the well casing pipe cut to near ground surface and removal
of the well cover, pad, and any protective barriers. The rig wan then positioned over the casing at
ground surface and over drilled to the depth of the well. Over drilling was completed using a
combination of hollow stem auger for drilling in overburden and air rotary for drilling in bedrock.
Monitoring well abandonments performed within a future waste footprint are required by Solid Waste
Section rule to over drill the existing well casing to the bottom of the well and fully grout the interior
of the resulting borehole. The abandonments included grouting the interior of the over drilled
borehole using a tremied neat cement with a mixture ratio of 94 pounds of Portland cement to 7
gallons of water. A photographic log of the abandonments is provided as Attachment 3.
