The 14-Day Notification of Groundwater Protection Standard Exceedance(s) form is included as Attachment 1. 1.0 14-DAY NOTIFICATION [15A NCAC 13B .1633(C)(1)] Table 1 and Table 2 (shown below) summarize the newly detected concentrations of NC Appendix I constituents that were detected above their respective NC 2L Groundwater Standards or Solid Waste Section Groundwater Protection Standards (GWPSs) during the second semi-annual water quality monitoring event conducted at the Rowan County active municipal solid waste (MSW) landfill and closed C&D landfill on August 15 - 17, 2022. Per 15A NCAC 02L .0202 (b)(1), "where the standard (i.e., the NC 2L Standard) for a substance is less than the practical quantitation limit (PQL or in this case the MRL), the detection of that substance at or above the PQL constitutes a violation of the standard." The NC 2L Standard for cobalt is 1 micrograms per liter (ug/L); the PQL for cobalt is 10 ug/L. As presented, during the 2022 second semi-annual water quality monitoring event, the cobalt concentrations were reported below the respective PQLs and are considered estimated (i.e., not quantifiable). As referenced above, the estimated concentrations below PQLs detected during the August sampling event do not constitute violations of the NC 2L Groundwater Standards. Laboratory certificates -of -analysis re submitted under separate cover along with well locations maps as part of the second semi-annual water quality monitoring report. Rowan County will submit an addendum to the January 2022 Assessment Monitoring Work Plan for the C&D Landfill within 90 days per Title 15A NCAC 13B. 0545.(a)(2) to address the new above -standard detections at MW-18R2 and MW-19R.
