David Powell, NC DEQ – Solid Waste Section (SWS) STATUS OF PERMIT: LOS PTO issued December 22, 2020; Expires February 7, 2055 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: N/A The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The purpose of this inspection was to conduct a comprehensive inspection of the Bladen County Transfer Station while visiting the other Bladen County facilities. Records reviewed during inspection/emailed after inspection: Waste Screenings; Permits and previous inspections; Material Analysis monthly reports for Jan and July 2022; Transfer Station weight tickets; Scrap tire certifications and documents, Noble Oil receipt for removal; Smith and garner receipts for GW sampling services. Transfer Station Operator Certifications: Brandon Smith Expires 8/24/2025. Mr. McClary stated that Mr. Harris would be going to next course offering in Lexington, NC. The Transfer Station must have a certified operator at any time the station is open and operating, otherwise a shutdown may be needed, if cannot find another operator. Two certified operators are not good coverage for this requirement. Two operators can be out at same time very easily and the station would need to shut down and notify DEQ. 15A NCAC 13B .0405 (7) - Training. During hours of operation, an operator trained in accordance with G.S. 130A-309.25 shall be on-site. Sites shall provide all staff with no less than eight hours of training updates annually that includes a review of the operations plan and permit documents. Documentation of the training shall be placed in the operating record and provided to the Division upon written request. Onsite discussion with Mr. Harris and Mr. McClary, it seems, wash down is occurring but is not being documented. The monthly tipping floor and the biannual station wash downs need to be documented and kept in record for reviewing during compliance inspections. In house training should be documented as well for future inspection review, per new rule. See below. 15A NCAC 13B .0405 (7) - Training. Documentation of the training shall be placed in the operating record and provided to the Division upon written request. 15A NCAC 13B .0405 (11) - Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. 4. Tipping floor still has damage as well as push walls. Mr. McClary indicated that the repair work bid hopefully will be out for bid in October and work done in December 2022. During time Station is out of service, trash will be sent straight to Sampson County LF. Keep DEQ SWS informed of service interruption. Loading Bay was fairly clean during inspection. However, damage to tin siding was in such disrepair it was collecting trash. Mr. McClary indicated tin siding would be replaced during station floor repair. Please continue to clean more frequently until repair. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 8 of 11 9. Scrap metal storage is too large. Waste should ne exceed concrete pad. White Goods in scrap metal had CFCs removed, indicated by Mr. McClary. Whiteville Recycling takes white goods/removes CFCs. 10. Used oil storage area could use secondary containment storage. Also fuel dispenser next to it as well. Spillage should be removed immediately as to not contaminate soils and eventual groundwater. Cardboard is collected to be recycled under a shelter upfront at Convienece site. 14. Scrap tire trailers up front near Scalehouse, and they are removed as needed. Please communicate with Solid Waste Section/David Powell on Station floor repairs and should this inhibit the stations operations in anyway and communicate with Mr. Powell immediately. An update on the current condition of the Station floor should also be given periodically. Corrective actions should be completed within 30 days from the date of this inspection report sent. A follow up inspection will be conducted at that time or shortly after. Failure to resolve these matters may result in further enforcement action.
