(MESCO) is pleased to present this Semi -Annual Water Quality Monitoring Report for an event performed at the Coble's Sandrock Construction and Demolition debris Landfill (SWS Permit No.01-05) on April 12-13, 2022. The site is located in Alamance County at 5833 Foster Store Road, Liberty, North Carolina. North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Rules at Title 15A, North Carolina Administrative Code, Subchapter 13B .0600 (15A NCAC 1313), require that Coble's provide this monitoring report to the Division of Waste Management's Solid Waste Section (SWS) on a semi-annual basis. In general accordance with 15A NCAC 1313. 1632(i), the SWS Environmental Monitoring Report Form and SWS memorandums, this report contains sampling procedures, field and laboratory results, ground and surface water characterization. Tables concerning constituent detections, groundwater flow rate and direction, field parameters, a potentiometric map, and the laboratory analytical reports with quality assurance/quality control data and chains -of -custody (COC) are also included in this report. Laboratory analytical results indicate that between one and four inorganic constituents were detected in concentrations above their respective North Carolina Groundwater Standard in groundwater samples collected from six wells. Most of these exceedances also exhibited a statistically significant increase over background levels. The volatile organic compound, 1,4-dioxane, was also detected above regulatory compliance Standards in samples collected from two wells. Total alkalinity was reported above surface water Standards in samples collected upstream and downstream of the facility. Background The site currently operates as a less than 20-acre unlined C&D landfill situated on an approximate 154- acre tract. The majority of Phases 1-3A have been capped with cohesive and vegetative cover. A two - acre portion of Phase 3B began operations shortly prior to this event and the remaining 3.8-acre area is under construction. Water quality detection monitoring has been performed at this facility on at least a semi-annual basis, with historical data prior to 2010 reviewed in support of this report. Sampling Locations The water quality monitoring network includes ten locations; seven downgradient groundwater monitoring wells (MW-2, MW-4, MW-7, MW-8, MW-10S, MW-11R, and P-19S), an upgradient background monitoring well (MW-6) and two surface water points located upstream (SW-1) and downstream (SW-2) of the facility. Quality control measures included analysis of an equipment blank (EB). Samples were collected from all locations during this event. Water monitoring locations are depicted on Figure 1. A summary detailing the construction of the water monitoring wells is presented in Table 1. Semi -Annual Water Quality Monitoring Report -April 2022 Coble's Sandrock C&D Landfill, Permit No. 01-05 Page 1 Sampling and Laboratory Procedures Sampling was conducted utilizing portable methodology outlined in the NCDEQ SWS guidance document Solid Waste Section Guidelines for Groundwater, Soil, and Surface Water Sampling revised April 2008. The function and integrity of all monitoring locations were visually evaluated as documented in Table 2. The depth to water in each well was electronically gaged prior to purging to quantify the static water level elevation. Bailing was utilized to purge the wells a minimum of three times the volume of standing water in the well or until dry. Stabilized field parameters were recorded during purging. Samples were then placed into laboratory -prepared, pre -preserved containers. Samples were kept on ice and transported to a NC -certified laboratory under proper chain of custody (COC) protocol within the specified hold times for each analysis. Field Parameter Data Stabilized field parameters were recorded during purging which included pH, specific conductance, temperature, dissolved oxygen, oxidation-reduction potential, hardness and turbidity. A summary of the field parameter data is presented in Table 3 and field data sheets are in Appendix A. In general, field parameters remain consistent with previous events. Turbidity levels remain elevated ranging from 60 NTU (MW-8) to 315 NTU (MW-7) which is well above the typical goal (10 NTU). Laboratory Results Pace Analytical Services LLC (PACE) (NC Cert. #12 & 40) and Environmental Conservation Laboratories Inc. (ENCO) (NC Cert.# 424) performed the laboratory analysis. Water samples were tested for constituents listed in 40 CFR 258 Appendix I, tetrahydrofuran, 1,4-dioxane, mercury, alkalinity, chloride, iron, manganese, sulfate, total dissolved solids and turbidity. A sampling and analysis table summarizing the locations, targeted constituents and methods is presented as Table 4. Laboratory results and COC forms are presented in Appendix B. Water samples were analyzed to the laboratory -established Method Detection Limits (MDL) and any value between the MDL and laboratory -established Reporting Limit (RL) was qualified by the laboratory with a "J", which indicates an estimated concentration. "J-qualified" concentrations are considered non - quantifiable and discretion should be made prior to making decisions based on a value that the laboratory considers an estimate. Table 5 summarizes constituents detected in groundwater samples compared to current Interim Maximum Allowable Concentrations (IMAC), North Carolina Groundwater Quality Standards (2L) and Background Threshold Value (BTV) levels established via an alternative source demonstration (ASD), which are all recognized by the NC SWS as groundwater compliance Standards. Groundwater samples were also compared to the Maximum Contaminant Level (MCL) commonly referenced as the Federal "Drinking Water Standard", which are not applicable for regulatory compliance purposes. Table 6 shows the constituents detected in surface water samples compared with the NC Division of Water Resources "Surface Water Quality Standards, Criteria & In -Stream Target Values", dated July 26, 2021. Quality Control Samples No constituents were detected in quantifiable concentrations in the equipment blank (EB). Therefore, the dataset does not appear to be influenced by field and/or laboratory induced artifact contamination.
