PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - Facility has good security, chain link fencing with locking gates. Also has a good water source if needed to fight fires or to use if moisture is needed in the compost windrows and garden areas. 02 - Has signage at entrance and directional signage. 03 - Roads are made of all-weather construction. 04 - Setbacks appear to be in compliance. 05 - Temperature records are being kept on computer and were reviewed during this inspection and found up to date and meeting temperature requirements. 06 - Windrows are kept small for easier management. Less than 6000 cu/yd onsite. 07 - Adequate fire lanes around all windrows. 08 - There are some old logs left on the outside parking lot that was being used for firewood that needs to be removed if firewood project is not still being implemented. 09 - The garden on the same tract of land as the Yard Waste Notified Facility has no winter garden planted at the time of this inspection. 10 - The Parks and Recreation Department will be using the rest of the compost at this time. An agreement has been made with DOT also for use in their areas. 11 - Facility has added additional rock on the access road /fire lanes. 12 - All Material was noted inside of the Edge of Waste Markers. 13 - Processed material looks good. 14 - Some processed material has been moved to 98006 YWN as planned. 15 - Digital pictures taken during this inspection.
