The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is a land clearing and inert debris (LCID) landfill.
2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency
and the permit number.
3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday
through Friday from 8:OOAM to 5:OOPM.
4. The facility is permitted to receive waste generated within Harnett County, Wake County, Johnston County,
Cumberland County, Sampson County, Moore County and Lee County.
5. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
6. The facility site plan, operations plan, and permit were not reviewed with the site operator at this inspection.
Please contact the NCDEQ Permitting Engineer, Jordan Russ, to update the Permit if there are any changes in
ownership or operator of the facility.
7. The side slopes were identified to be properly sloped at 3:1.
8. During this inspection, the working face was small and compact. Several stockpiles of soil were observed adjacent
to the working face.
9. A television and bent wheelbarrow were identified within the working face area. Ms. Thompson informed Mr.
Lees of the unacceptable waste within the waste stream. Mr. Lees stated that the unacceptable wastes would be
removed immediately and provided a photograph of the removed waste. Following the inspection, Mr. Lees
provided a photograph of the unacceptable wastes after they were removed from the LCID. Ensure that
unacceptable wastes are removed as they are encountered.
10. No areas of standing water were observed in the LCID disposal area.
11. Some areas of erosion from the recent tropical storm were observed along the western edge of the LCID. Mr.
Lees stated that he would be working on repairing the erosion. Ensure that the erosion rills are repaired as
needed when they appear.
12. Digital pictures were taken during the inspection.
