Life of Site Permit issued March 13, 2019 and will expire May 29, 2068. PURPOSE OF SITE VISIT: On-Site Meeting with County and City Staff and Partial Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: See previous September 8, 2022 Inspection Report. Past noted violations listed below are in the process of being resolved. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 A. 15A NCAC 13B .0405 (a) (10) UNRESOLVED: Several temporary employees were on site during this visit to assist in collecting windblown waste. B. 15A NCAC 13B .0405 (b) UNRESOLVED: The sludge coating the access road exiting the TS building has been cleaned. County staff have submitted a plan for soil removal and testing. C. 15A NCAC 13B .0405 (c) UNRESOLVED: Facility staff have cautioned waste collection vehicle drivers to ensure collection vehicles are kept in good repair to avoid leaks. D. 15A NCAC 13B .0104 SOLID WASTE STORAGE UNRESOLVED: Leaking City of Raleigh plastic rolling garbage bins have been removed from the dirt area adjacent to the access road. City staff have submitted a plan for soil removal and testing. ADDITIONAL COMMENTS 1. Section staff met with Wake County, City of Raleigh, AECOM, and CDM Smith representatives to discuss the area impacted by the leaking residential rolling containers before submittal of their soil removal and sampling plans. 2. The stormwater drainage area in the southeastern section of the facility grounds adjacent to the access road has been cleaned, regraded, and the drain returned to functionality. 3. A large mound of soil topped with vegetation adjacent to the southeastern stormwater drain containing mixed waste within the soil has been removed and disposed of properly. 4. Significant windblown waste has accumulated along the southern shoulder of the access road in front of the City of Raleigh rolling bin storage buildings. Ensure all windblown waste is picked up and properly disposed of at the end of each operating day. 5. Motor oil and leachate had accumulated on the access road in the transfer trailer cover area and run off onto the adjacent soil. A large number of house flies were observed congregating in this area. Ensure the motor oil and leachate is cleaned up and all transfer trailers are actively inspected for leaks and repaired as needed. The facility operator was in the process of getting staff to address this area when we left. 6. Temporary measures should be installed/implemented to ensure areas/items identified as needing repair or replacement in the Transfer Station Assessment Report function as designed and maintain operational compliance until permanent repairs are completed. 7. All waste shall be removed from the tipping floor, truck loading bays, behind push walls, and from the facility grounds by the end of each day of operation and disposed of properly. The facility operator has implemented more frequent cleaning of the loading bay to reduce the amount of waste leaving this area. 8. The facility should be cleaned in accordance with 15A NCAC 13B .0405 (a)(11). 9. Digital photographs were taken during the inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
