Box 849 Nashville, NC 27856 PARTICIPANTS: Amanda Thompson, NCDEQ Solid Waste Ben Barnes, Nash County Solid Waste STATUS OF PERMIT: 640 1 -MSWLF- 1983 (Closed): The MSWLF ceased accepting waste during the summer of 1998, closure was documented in a CQAR prepared by GEI Consultants and dated December 1998. 6401-CDLF-1999 (Closed): Locate on top of the closed MSWLF landfill (6401-MSWLF-1983), construction and demolition waste was accepted until 2000, final closure was documented in a CQAR prepared by GEI Consultants and dated March 2000. 6403-CDFL-2000: Permit to Construct Phases 6-9 and Permit to Operate Phases 1-5 was issued August 31, 2021. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED AND OBSERVED VIOLATIONS None. OBSERVED VIOLATIONS None. Page 1 of 4 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. Edge of waste (EOW) markers were observed around 6401-MSWLF-1983, 6401-CDLF-1999, and 6403-CDLF- 2000. Continue to mow around the EOW markers so that they are visible from one to the next. 2. According to Mr. Barnes, the 6401-MSWLF-1983 had recently been mown. The 6401-CDLF-1999 and 6403- CDLF-2000 had become overgrown. Mr. Barns stated that the gear box on the mower had broken, and that the replacement should arrive in the next few days. The overgrown vegetation would be mown as soon as the mower was repaired. 3. Areas of ATV tracks were observed up the side slopes of 6401-MSWLF-1983. It appears that the ATVs are using the powerline to access the property. No trespassing signs have been posted; however, they are not deterring the ATV riders. Mr. Barnes stated that he was looking to get approval to purchase cameras and place at the possible entrances to help catch and patrol the area to help catch/deter the ATV riders. 4. Vegetation had been established over a majority of 6403-CDLF-2000 Phase 4. Some exposed waste was observed along the eastern side slope. Ensure that all of the exposed waste is either picked up and returned to Phase 5 working face or covered with soil. 5. Several erosion rills were identified along the eastern side slope of CDLF Phase 4. The rills should be repaired and seeded. Additional seeding of the entirety of Phase 4 may be needed to prevent additional erosion. 6. During this inspection, the working face of Phase 5 was small and actively being compacted. Soil was staged adjacent to the working face to ensure that all of the waste is covered prior to the potential arrival of Hurricane Ian. 7. The metal recycle stockpile had grown since the last inspection. Mr. Barnes stated that he had called the hauler and the metal recyclables would be picked up in the few weeks. 8. The sediment basin to the north of CDLF Phase 4 has been cleaned out, however, the side slopes had become overgrown. Mr. Barnes stated that the sediment basin would be mown once the gear box had been replaced in the mower. Continue the maintenance of the sediment basins as needed to ensure that the basins function properly. 9. The tires have been laced within trailers for transport to Central Carolina Tire. 10. The permit, operations plan, and waste screening records were readily available and reviewed during this inspection. There were several waste screening records identifying waste that had been rejected from the landfill. 11.
