Life-of-Site ends when the facility reaches its final permitted elevations or by January 28, 2068. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS South Wake Municipal Solid Waste Landfill, 9222-MSWLF-2008, is owned by Wake County and operated by GFL Environmental Inc. South Wake MSWLF is permitted to operate Phases 1A, 1B, 2A, & 2B of the municipal solid waste landfill. Operation of future phases requires written approval of the Section after documentation has been submitted which proves the area has been constructed in accordance with applicable statutes and rules. 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is posted at the entrance to the facility listing the facility name, permit number, and emergency contact information, as well as a list of materials not accepted at the facility. 3. The facility accepts waste Monday through Saturday from 7:00 am to 4:00 pm. 4. The permit, operations plan, groundwater sampling records, LFG monitoring records, and staff training records were reviewed and up to date. 5. The facility has certified personnel on-site during operating hours. The following are facility certified personnel: a) Seth Gundersen, Certified Landfill Manager, 21-02M-00568, exp. 4/23/2024 b) Preston Travelstead, Certified Landfill Operations Specialist, LF-2021089, exp. 11/5/2024 c) Derek Linnen, Certified Landfill Operations Specialist, LF-2021039, exp. 5/3/2024 d) Daniel Peneyra, Certified Landfill Operations Specialist, LF-2021042, exp. 5/3/2024 6. Waste screening logs and daily cover logs were available and reviewed up to 9/12/2022. 7. Access roads are of all weather construction and in good condition. 8. Windblown waste was actively being picked up during this inspection. Litter fencing with a scent mister had been set up along the top of the landfill opposite the working face. Good job! 9. During this inspection, plastic material and commingled waste was observed mixed within the mulch being used to stabilize the northeastern slope, the western slope, and the landfill cap. Mr. Metcalf stated the mulch had been purchased from Greenway Waste Solutions of Apex, LLC. Ensure all prohibited wastes and contaminants are removed from incoming mulch before use. 10. No woody vegetation was observed on the side slopes and vegetative cover was mowed to an acceptable height. Portions of the eastern, southern, and western slopes showed signs of erosion and lacked vegetation. Erosion rills were identified on the eastern slope. Mr. Metcalf stated that facility personnel were in the process of repairing the eroded areas. Ensure any eroded areas and rills on the eastern, southern, and western slopes are repaired, seeded, and mulched to reestablish vegetation necessary to prevent erosion. 11. A make-shift road on the eastern slope leading from the perimeter access road up the side slope to the top of the landfill cap was being used as a short-cut by facility personnel to access LFG monitoring wells. Portions of the landfill cap liner looked to be exposed in this area. All vehicles should remain on designated access roads built for that purpose. Ensure this area is no longer used as a road and is properly graded, repaired, seeded, and mulched to reestablish vegetation necessary to prevent erosion. 12. Permanent edge of waste markers are clearly visible and adequately spaced. 13. Solar flares around the toe of the southern slope are being utilized to help mitigate odors. 14. The sediment and erosion control structures in the excavation area near the southeastern corner of the landfill which appears to be in Phase 3 and Phase 4A had failed and soil and sediment had washed down from the area and into the adjacent stormwater retention basin. Ensure sediment and erosion control structures and devices are repaired, maintained, and functioning properly. Soils and sediment should be removed from the basin. 15. There doesn’t appear to be an approval from permitting for construction in Phases 3 and 4A. Provide documentation that allows for this activity. 16. The size of the working face was appropriately sized for the expected tonnage. 17. During this inspection, exposed waste was observed on top of the Phase 2B access road adjacent to the working face. Ensure additional cover soil is applied to this area as needed to prevent the escape of waste and the attraction of vectors and scavenging, and to minimize fires and the generation of odors. 18.
