Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos were taken by Lee Hill on August 19, 2022. 2. The facility is open to the public Monday through Friday, 7:30 am to 4:30 pm, and Saturday, 8:00 am to 2:00 pm. 3. The facility is secured by gates at the entrance and a portion of the facility is fenced to prevent unauthorized access. In areas where fencing has not been installed, topography serves to limit access as well. 4. Signs providing the name of the facility, permit number, hours of operation and emergency contact information were posted at the entrance of the facility. 5. Access roads throughout the facility were of all-weather construction and were being maintained in good condition at the time of inspection. Records Review 6. The permit to operate and approved operations plan were available upon request. 7. Waste screening records from January 1, 2021 to August 18, 2022 were available for review. The facility conducts two waste screenings per day and the forms showed the final disposition of any unacceptable material that was encountered. 8. Landfill gas monitoring was conducted on September 27-28, 2021, December 21, 2021, March 25, 2022, and June 28, 2022. Monitoring included testing inside onsite structures and no exceedances were noted. 9. Manager of Landfill Operations • Jaimie Picou (expires September 15, 2023) 10. Refrigerant extraction records were available for review. The facility records the serial number, type of refrigerant, and weight of refrigerant extracted. Operations Inspection of the MSW Landfill Unit (5703-MSWLF-1992) 12. The facility is currently filling in Phase 3, Cell 1. 13. Windblown litter was minimal and well managed at the time of inspection. Facility staff were actively picking up windblown and the material was confined to the cell. 14. The working face was small, compact, and no unapproved material was observed. 15. All interior and exterior slopes, and the top of the cell had good soil cover and no erosion was observed. 16. Disposal boundary markers are installed around the landfill cell as required by 15A NCAC 13B .0201(g). 17. The leachate pond is collocated at the Town of Franklin Wastewater Treatment Plant. The pond had adequate freeboard and no visual issues were observed on the exposed portion of the pond liner. 18. Phase 2, Cell 1 is currently inactive. Vegetation on the side slopes of Phase 2, Cell 1, is becoming overgrown, making it difficult to inspect the side slopes. Woody vegetation was observed growing on the northwest side of the landfill cell and needs to be removed. Mow and remove the woody vegetation growing in Phase 2 so that the intermediate cover can be thoroughly inspected. 19. Tall vegetation was observed growing around multiple monitoring wells. Mow the grass around the wells so that the pad and well can be visually inspected. Operations Inspection of Yard Waste Treatment and Processing Faciliy 20. The yard waste area is located to the northwest of the active landfill cell. 21. The facility is permitted to receive land clearing waste as defined by 15A NCAC 13B.0101(31), wooden pallets constructed of unpainted and untreated natural wood and yard trash as defined by 130A-290(a)(45). 22. The yard waste area has an access road around the unground stockpile that can be used by emergency vehicles in the event of a fire. 23. A small amount of metal strapping was observed from what appeared to be a recently dumped load. Continue to remove any unapproved material that is encountered in incoming loads. Operations Inspection of the Waste Treatment and Processing Facility 25. All non-commercial loads (excluding large loads of construction and demolition debris) are directed to the treatment and processing facility. 26. The incoming waste is dumped on the tipping floor, loaded into a transfer trailer that is transported to the working face. Facility staff were actively removing metal, cardboard, and any unapproved material from incoming loads during the inspection. 27. Fluorescent tubes and mercury containing devices are collected and stored inside a locked area. The flourecent bulbs and tubes were observed to be stored in containers that were structurally sound and adequate to prevent breakage. 28. Electronics are collected, palletized, and stored in the southeast corner of the building before being sent for processing. 29. The leachate drains were observed to be clear, and the collection system appeared to be working as designed. 30. Tires are collected and placed in four van trailers outside the Waste Treatment and Processing Facility. No tires were stored outside the trailer at the time of inspection. Other Comments 31. The county operates a Recycling Processing Facility to the east of the Treatment and Processing Facility. The facility processes household recycling that is collected at the counties eleven collection sites. The facility also collects scrap metal and white goods in this area. 32. County staff extract refrigerants onsite and mark units with an X when the refrigerant has been extracted. All white goods containing refrigerants were observed to be stored upright and in a manner to help prevent accidental release of refrigerants into the environment.
