PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Purpose of the visit was to conduct a comprehensive inspection of Transfer Station. Access roads were of all- weather construction and signage was correct. Entrance at Scalehouse. 2. A copy of previous ops plans, and current permit were available. Be sure and update onsite copy of the operations plan/application for current permit. Facility annual reports for 2021, 2022 random waste screening records, July and January 2022 monthly waste volumes, leachate pumping records for past year, and operator certification certificates were reviewed. Safety-Kleen Systems pumps and hauls leachate. Last pumping was 8/10/2022. Waste screening is done at least 4 times a week. This is spread out amongst the different companies and truck types. Certified Transfer Station operators: Leroy Hatmaker expires October 19, 2023; Amber Hunt expires March 23, 2022; Jannie Locklear expires February 9, 2023; Sharon Seagroves expires May 25, 2022; Steve Winston and Sinclair Nedd have completed 8 hours of training through a consultant/Stella for 8hrs of CEUs for Transfer Station Basic Training on July 24, 2021. THESE ARE NOT CERTIFIED OPERATORS’ CERTIFICATES but certificates documenting continuing education units for a certified operator. These can potentially be submitted for renewing a certified operator’s certification, if they met all requirements. Unless Steve Winston and Sinclair Need have certificates documenting they have met the requirements for becoming Transfer Station Operators, then they cannot meet the rule requirement for being the certified operator for the station whiles its operating, only certified operators can do so. 15A NCAC 13B .0405 (a) (7) - Training. During hours of operation, an operator trained in accordance with G.S. 130A-309.25 shall be on-site. Sites shall provide all staff with no less than eight hours of training updates annually that includes a review of the operations plan and permit documents. Documentation of the training shall be placed in the operating record and provided to the Division upon written request. Fire suppression equipment was stationed around facility in form of extinguishers and large water hose. Extinguishers we at the ends of the walls for the station and near tipping floor. Covers were requested last inspection for containers used for windblown and they were installed. Good job. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 12 4. Windblown waste was not an issue in the yard or surrounding the station during inspection. Site was clean with operators currently picking up windblown. Facility has erosion control fence and the sites security fence which help control windblown. However, the stormwater pond onsite is beginning to collect windblown and should have the waste removed immediately. The waste is in the water and covered with weeds and aquatic plants block a lot of its view, in photos below, but its beyond what onsite staff can reach or clean up during their regular clean up. This should be addressed within 30 days. No leaking trailers were visible with troughs ready to use if a leak is detected. Good job. Currently the station is rebuilding up the back, where the rear of trailers sit, to increase the elevation to assist with stopping leaks. Good job. Trailer storage with leak catchers 6. Station uses Stella and Hilco. Hilco to remove recycled waste to Sonoco, Raleigh, NC, and Stella for MSW waste to Sampson County LF. 7. Tipping floor had some leachate running down slope. Mr. Hatmaker explained some equipment had leaked when changing the attachments. An oil absorbent material was being used to capture the leak. The leachate could also have been from tipping floor. The concrete hump along the front of the station is worn or not operating effectively to keep all leachate in the collection system. This can be made worse when the station is extra wet from waste, rain drift and clogging of the drains. Please address. Be sure no leachate discharges from leachate collection and tipping floor system. Be sure the absorbent material is disposed of properly. Be sure to address according to operations plan/permit or request a modification. Discuss with consultant/engineer firm on potential fixes, if any, to station floor. Needs washing and maybe concrete hump built up to prevent leachate from leaving floor and bypassing leachate collection system. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 8 of 12 8. Tipping floor was in good shape. The floor needed cleaning / washing down. There was some pallets and some yard waste, which are unapproved wastes, needing removal on the floor. The amount was minimal. Mr. Hatmaker assured Mr. Powell he would have them removed. Please be proactive with these unapproved wastes as discovered, and see they go to proper disposal site for the correct waste types. This was mentioned before and needs addressing. Leachate is piped to a tank that is pumped and hauled by Safety Kleen, St Paul’s NC. Leachate drain to trailer load bay. 10. Tipping floor was busy but well organized. MSW on left and recyclable cardboard on right. Behind push walls was mostly clean. Behind push wall, needs cleaning. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 10 of 12 11. Diverters were previously taken down due to damage, and it was a safety concern. This main support beam is going to be replaced and the diverter reinstalled but out of reach of the loader equipment and make it stronger and stationary, instead of being able to be moved, as they were before. Loading bay was dirty during inspection, but without the diverters in place it’s easy for waste to fall around the trailers. Station staff need to increase clean up to be proactive in reducing potential windblown. Trailer loading bay needs cleaning. 12. No odors during inspection. Dust was not an issue. 13. Mr. Hatmaker indicated there have been no fires since last inspection. 14. Upon records review, it was determined that station washdown records were not being kept and the station had lost a contract with the company that was washing down everything. Mr. Hatmaker had the station pressure washed after inspection, with photos sent via email to Mr. Powell on 8/23/2022 confirming the washdown had occurred over the past weekend. A copy of the new form being used to document the wash down was also provided. Good job. Please be diligent and wash down according to rule and document for review during future inspections. 15A NCAC 13B .0405 (a) (11) - Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. Siding, facing towards street, is rusty and may soon need replacing. 16. Be sure and follow up on transfer Station Assessment Report Requirements, if not done so.
