This letter report presents results of sampling activities conducted on April 13, 2022, which constitutes the annual groundwater and surface water monitoring event for 2022. The approved groundwater monitoring network consists of monitoring wells MW-3, MW-4R, MW-5, and background well MW- 6. The monitoring network also includes surface water sample locations SWA (upstream) and DW-2 (downstream) from nearby Hominy Creek located north of the site. In a letter dated October 20, 2020, the North Carolina Department of Environmental Quality (NCDEQ), Solid Waste Section (SWS), approved BASF's request to reduce groundwater sampling frequency to an annual basis (occurring in April), remove monitoring of volatile organic compounds (VOCs), reduce the landfill gas monitoring frequency to a semi-annual basis (occurring in April and October) and eliminate the sampling of a surface water seep (Seep-1). In addition to groundwater and surface water monitoring, landfill gas monitoring was conducted on October 27, 2021 and April 13, 2022 during this reporting period. A total of 10 landfill gas monitoring wells (LG-1 through LG-10) were installed in 2010. Ms. Jaclynne Drummond 2022 Annual Monitoring Report August 13, 2022 Field activities along with groundwater, surface water and landfill gas monitoring results are discussed below. FIELD ACTIVITIES Field Investigation methods for this monitoring event were conducted in compliance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branch's Quality System and Technical Procedures. Groundwater samples were collected from wells MW-4R and MW-5 on April 13, 2022 using low -flow purge methods. A duplicate sample was collected from well MW-5 (MW-5 DUP). Purging was accomplished by using a variable speed peristaltic pump and disposable tubing with the pumping rate adjusted to equal the approximate recharge rate of the well. Indicator parameters of pH, temperature, specific conductivity, turbidity, dissolved oxygen (DO), and oxidation-reduction potential (ORP) were measured regularly during purging with a YSI Pro Plus water quality meter until the measured values stabilized. Low -flow purge methods allow the collection of groundwater samples that minimize the total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved constituents present in the groundwater. Groundwater and surface water sample collection record sheets are provided in Appendix A. Water levels were measured at each well prior to sampling using an electronic water level meter and were converted to groundwater elevations (Table 1). As noted historically, two groundwater monitoring wells (MW-3 and MW-6) were altered between the October 2016 and April 2017 monitoring events and have therefore not been sampled since October 2016. The total depth of MW-3 was originally 30.2 feet below top of casing (btoc) and was measured at 41.1 feet btoc during the October 2016 monitoring event. The total depth of MW-6 was originally 41.2 feet btoc and was measured at 22.2 feet btoc during the October 2016 monitoring event. The alterations to these wells were presumably conducted during grading operations at the Site, which is now part of an outdoor recreational park under a 2016 NCDEQ Brownfields Agreement. Neither BASF nor ELMSS were contacted regarding modifications to these wells. Top of casing elevations are currently unknown for these monitoring wells due to the alterations noted above. Therefore, a potentiometric contour map could not be generated for this groundwater monitoring event. The location and relative groundwater elevations for wells MW-4R and MW-5 as measured on April 13, 2022 are provided on Figure 1. Surface water samples SW-1 (upstream) and DW-2 (downstream) were collected directly from Hominy Creek by filling pre -preserved laboratory sample containers using a peristaltic pump and disposable tubing. Surface water sample locations are shown on Figure 1. Stabilized water quality parameters for the monitoring wells and surface water sample locations are presented in Table 2. A total of nine landfill gas monitoring wells (LG-2 through LG-10) were monitored on October 27, 2021 and April 13, 2022. LG-1 was destroyed at an unknown time by road construction activities performed between March 2019 and June 2019. Neither BASF nor ELMSS were contacted regarding this incident. Landfill gas well locations are presented on Figure 1. Measurements of percent methane (% CHa) by volume, percent oxygen (% 02), percent carbon dioxide (% CO2), and l% Ms. Jaclynne Drummond 2022 Annual Monitoring Report August 13, 2022 hydrogen sulfide (H2S) in parts per million were recorded at the landfill gas monitoring wells using a calibrated Landtec GEM 5000+ instrument. Percent lower explosive limit (% LEL) was calculated by multiplying % CH4 by 20. Landfill gas well LG-10 was missing an airtight fitting on the wellhead. The Landfill Gas Monitoring Data Forms for the monitoring events are provided in Appendix B. ANALYTICAL RESULTS Eurofins TestAmerica in Pittsburgh, Pennsylvania (a North Carolina certified laboratory) analyzed the groundwater and surface water samples for Appendix I metals by EPA Methods 602013, mercury by EPA Method 7470A, sulfate by EPA Method 9056A, and total dissolved solids (TDS) by SM 2540C. Due to the alterations to groundwater monitoring wells MW-3 and MW-6 discussed above, no samples were collected from these wells. Surface water samples were collected from Hominy Creek at upstream location SW-1 and downstream location DW-2. A copy of the analytical report is presented in Appendix C. As required by the SWS, a laboratory EDD is attached to this letter report. For data analysis, groundwater analytical results were compared to the 15A NCAC 2L Groundwater Standards (21- Standards), the regulatory basis established to determine groundwater quality. The sample collected from well MW-5 and duplicate sample MW-5 DUP contained cobalt (17.1 and 17.2 micrograms per liter (ug/L), respectively) and vanadium (1.20 and 1.50 ug/L, respectively) at concentrations exceeding their respective 2L Standards of 1 and 0.3 ug/L. The sample collected from well MW-4R contained sulfate (415,000 ug/L) at a concentration above its 2L Standard of 250,000 ug/L. No other 2L Standard exceedances were identified during the April 2022 groundwater monitoring event. Analytical results are summarized in Table 3. Surface water results were compared to 15A NCAC 2B Surface Water Standards for Class C waters (213 Standards). Mercury was detected in both surface water samples (SW-1 and DW-2) at similar concentrations (0.210 and 0.212 ug/L, respectively) above the 2B Standard of 0.012 ug/L. No other 2B Standard exceedances were identified during the April 2022 surface water sampling event. Analytical results are summarized in Table 3. As noted above, landfill gas monitoring was conducted on October 27, 2021 and April 13, 2022 for the nine landfill gas wells located near the waste boundary. The monitored gas wells exhibited 0% methane by volume for the monitoring events with the exception of LG-5 and LG-6 (April 2022 sampling event), both indicating 0.1 % methane, or 2% LEL. The action limit for methane is >_5% CH4 by volume, or 100% LEL. Landfill gas monitoring data are summarized on Table 4A and Table 4B. Historical landfill gas data is provided on Table 5. SUMMARY The following summarizes results and observations obtained during this reporting period: 3 Ms. Jaclynne Drummond 2022 Annual Monitoring Report August 13, 2022 • Groundwater samples were not collected from MW-3 and MW-6 due to unknown and unauthorized well construction modifications. • Cobalt was detected in the sample from well MW-5 and in duplicate sample MW-5 DUP at concentrations of 17.1 and 17.2 ug/L, respectively, exceeding its 2L Standard of 1 ug/L. It should be noted that background soil samples were collected during an initial seep investigation (adjacent to MW-5) in 2010 to assess naturally occurring site conditions. Results from the study included detection of cobalt at a maximum concentration of 9.34 milligrams per kilogram (mg/kg). The NCDEQ - Inactive Hazardous Sites Branch (IHSB) has established a soil cleanup level protective of groundwater for cobalt at 0.9 mg/kg (January 2022). In addition, significant road construction activities (i.e., earthwork with dozers and excavators) were occurring in the vicinity of MW-5 during the April 2022 sampling event. Some, if not all, of the cobalt detected during monitoring may be due to mobilization of background metals from soil. • Vanadium was also detected in the sample from well MW-5 and in duplicate sample MW-5 DUP at concentrations of 1.20 and 1.50 ug/L, respectively, exceeding its 2L Standard of 0.3 ug/L. • Sulfate was detected in the sample from well MW-4R at a concentration of 415,000 ug/L exceeding its 2L Standard of 250,000 ug/L. • Mercury was detected in both surface water samples SW-1 (upstream) and DW-2 (downstream) at respective concentrations of 0.210 and 0.212 ug/L, exceeding its 2B Standard of 0.012 ug/L. Based on data analysis it appears the detection of mercury is originating from background/upstream conditions. • Landfill gas monitoring was not performed at LG-1 due to unauthorized well destruction by road construction activities between March and June 2019. • The landfill gas wells exhibited 0% LEL during the monitoring events with the exception of LG-5 and LG-6 (April 2022 event), both indicating 0.1 % methane, or 2% LEL.
