The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday
from 7:30 am until 12:00 pm.
C&D Landfill
4. The facility is permitted to receive C&D waste generated in Harnett County.
5. The cover log was verified from January 6, 2022 through August 3, 2022.
6. The working face was approaching the '/z acre size limit. Six (6) inches of earthen material should be properly
applied once weekly or when the working face reaches '/z acre. Ensure that the working face is covered with
six inches of soil weekly or when the working face reaches V2 acre in size, whichever occurs first.
7. At the time of this inspection, the waste type was identified to be construction and demolition waste. No
unacceptable wastes were observed within the waste stream.
8. No areas of standing water were observed on the top of the CDLF Phase I and II.
9. No areas of erosion were observed along the side slopes of the CDLF Phase I and II. Mulch had been applied to
the side slopes to help stabilize the soil until grasses could start growing.
10. The excess sediment previously identified in the sediment basin to the west of the CDLF had been cleaned out.
However, the side walls were vertical with little to no vegetative cover. The side slopes of the sediment basin
should be graded to a three horizontal to one vertical to allow for proper maintenance of the sediment
basin.
11. Edge of Waste (EOW) markers were observed around the CDLF.
12. Overgrown and woody vegetation was observed on the side slopes of the CDLF. Ensure that the landfill areas
are mown as often a necessary to allow for proper inspection.
13. Mr. Beane stated that a leachate seep was identified and repaired adjacent to the access road to the CDLF. The area
had been covered with mulch for stabilization purposes and to promote vegetation growth.
14. A perimeter road has been established around the entire footprint of the landfill.
15. Windblown waste was observed on the side slopes of the CDLF. Ensure that the windblown waste is picked up
by the end of the day.
Yard Waste
16. The yard waste has windrowed.
17. The waste stream was relatively clean with minimal unacceptable wastes. Mr. Beane removed a piece of plastic
wrapping from the waste stream during the inspection.
18. Continue to manage the yard waste area in accordance with the permit and approved operations plan.
Closed MSWLF
1. Overgrown and woody vegetation was observed on the Closed MSWLF. Ensure that the landfill is mown as often
a necessary to allow for proper inspection and to prevent damage to the cap.
2. A large area of mulch was observed on the Closed MSWLF. Mr. Beane stated that the area had settled and had
been filled, graded, and covered with mulch.
3. Digital pictures were taken during the inspection.
