In accordance with 130A-294 (a 2), life-of-site ends when the facility reaches its final permitted elevations or by 6 April 2075, whichever occurs first. Any significant site changes may require permit modification. The owner or operator must contact the North Carolina Department of Environmental Quality, Division of Waste Management, Solid Waste Section for coordination of significant site changes, including, but not limited to, pertinent Site, Operation, and Waste Screening plans. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review/Pre-operative Facility Compliance Inspection of Phase II Cell 2A. STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Construction and Demolition (C&D) waste Landfill and a Temporary Disaster Debris FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 5203_INSP_20210719 Page 2 of 3 Staging Site (TDDSS). 2) This Facility is permitted to receive Construction and Demolition (C&D) waste as defined in NCGS 130A- 290(a)(4) generated in Carteret, Craven, Duplin, Jones, and Onslow Counties. 3) The Facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my arrival and Green Recycling Solutions Personnel were on-site during this Facility Compliance Inspection. 4) This Facility is currently operating in Phase I. 5) This Facility is has temporarily suspended receipt of waste pending issuance of the PTO for the recently completed expansion project. 6) Permanent, highly visible, edge-of-liner markers delineating the waste disposal limits are installed and maintained as required. 7) This Facility does not accept wastes containing asbestos. 8) Soil is stockpiled in an area adjacent to the landfill for use as weekly cover. 9) Construction of the Phase 2 expansion has completed. The expansion area appears to have been constructed in accordance with the approved Permit to Construct (PTC). *This area may not be utilized for the disposal of solid waste until all pertinent construction quality assurance documentation has been submitted and the Permit to Operate has been issued. 10) Brushy vegetation was observed growing on the lower lift of the outside slopes of Phase I. *Please remove all brushy/woody vegetation from the outside slopes of the landfill. Moving forward, a regular mowing schedule should be established to prevent the growth of brushy or woody type vegetation. 11) *Please continue working to ensure all areas excavated/disturbed during the recent fire event are compacted, covered, and returned to proper grade. 12) *Corrective measures are required as a result of this Facility Compliance Inspection.
