Macon County is in violation of 15A NCAC 13B .0405(11) for failing to remove all waste from the tipping floor at the end of each operational day. On the morning of July 26, 2022, at 6:30 am, an inspection of the transfer station was conducted prior to the start of the operating day to ensure that no waste was left on the tipping floor overnight as required by 15A NCAC 13B .0405(11). One load of MSW and two loads of construction demolition waste and were observed on the tipping floor. Therefore, Macon County is in violation of 15A NCAC 13B .0405(11). Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT D_E Q�� Division of Waste Management NORTH CAROLINA OepaNnent W Environnrenbl puelily Solid Waste Section To correct the violation, Macon County must remove all waste from the tipping floor at the end of each operational day and dispose of it in accordance with 15A NCAC 13B .0405. Additional inspections will be conducted to ensure that the tipping floor is clean at the end of each operational day. Waste Left on Tipping Floor Overnight The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on July 26, 2022. 2. The facility hours of operation are Monday through Friday 7:30 am to 4:30 pm and Saturday 8:00 am to 2:00 pm. 3. The waste collected at the facility is transported by J&B Disposal, Inc. to the Macon County Landfill (5703- MSWLF-1992). 4. Durable, weather -resistant signs stating the name of the facility, emergency contact information, hours of operation, permit number, and the types of material the facility can and cannot receive were posted at the entrance to the facility. 5. The inspection was performed prior to the facility opening for the day. Upon arrival, the gate to the facility was found to be open. Two trucks for the contracted hauler were observed moving loaded trailers. Records Review 6. Leachate pumping records were available for review. Leachate was pumped by B&B Concrete on the following dates: September 10, 2021, September 23, 2021, November 9, 2021, January 28,2022, February 17, 2022, March 2, 2022, March 29, 2022, and June 1, 2022. 7. Certified Transfer Station Operations Specialists: • Dakota Webb (expires September 15, 2025 • Anthony Holland (expires February 8, 2023) • Tracy Sellino (expires August 14, 2024) 8. Tonnage records were reviewed from the FY2021-2022 Facility Annual Report. The facility received 11,375.03 tons of waste from July 1, 2021 to June 30, 2022. 9. Waste screening reports were available for review. The forms showed the final disposition of any unacceptable waste that was encountered. 10. Monthly pressure washing of the tipping floor and push walls is completed by facility staff. Receipts for semi- annual cleaning of the building side walls were provided by email. Operations Inspection of the Transfer Station (5704T-TRANSFER-2008) 11. Commercial and residential customers dump their waste directly on the tipping floor Monday through Friday. The transfer station tipping floor is not open on Saturday and customers dump their waste in a roll off container located to the north of the scale house. 12. The access roads were of all-weather construction and were being maintained to be accessible by loaded collection vehicles. 13. An inspection of the transfer station was conducted prior to the start of the operating day to ensure that no waste was left on the tipping floor overnight as required by 15A NCAC 13B .0405(11). One load of MSW and two loads of construction demolition waste and were observed on the tipping floor. Facility staff stated that the driver who transports waste from the facility to the Macon County Landfill became ill on July 25, 2022 and had to be taken for medical treatment. Therefore, there were no empty trailers at the facility to load the waste that was left on the transfer floor. All waste must be removed from the tipping floor at the end of the operational day as required by 15A NCAC 13B .0405(11). See Observed Violations section of this report for additional information. 14. The tipping floor was in good condition and the trench drain at the entrance of the tipping floor appeared to be working properly. 15. The facility has two concrete pads with leachate collection where loaded trailers are parked awaiting transfer. One loaded trailer was parked on the pad, and it appeared to be leak resistant and meet the requirements of 15A NCAC 13B .0105. 16. The lid to the leachate collection tank was opened and facility staff estimated that the tank was approximately 80% full. Facility staff stated that the contracted leachate hauler would be contacted to pump the tank. Operations Inspection of the Yard Waste Treatment and Processing Area 17. The facility collects land clearing debris and yard waste to the southwest of the transfer building. The county contracts for grinding and the contractor was on site at the time of inspection. 18. No unapproved material was observed in the grinding stockpile. Some plastic pots and plastic sheeting that had been pulled out of incoming loads was laying on the ground. Material that is pulled from the stockpile should be containerized to prevent the material from becoming windblown. Operations Inspection of the White Goods, Tire, Convenience and Recycling Areas 19. White goods are collected on a concrete pad and are taken to Macon County Landfill for further processing. Refrigerants are removed by county staff at the Macon County Landfill. White goods containing refrigerants were observed being managed in a way to prevent the unintentional release of gases into the environment. One tire trailer was staged to the north of the scale house to receive scrap tires. No tires were observed outside of the trailer. 21. A trailer for collecting cardboard is adjacent to the tire trailer. The cardboard is sent to the Macon County Recovery Center for further processing. No cardboard was observed outside of the trailer. 22. The facility utilizes a roll off container for waste collection on Saturdays. Trash had been pulled out of the dumpster by wildlife overnight. Facility staff immediately cleaned up the waste upon arrival to the facility.
