PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01 - This facility has required signage at the entrance and scale house and directional signs inside of the landfill
footprint.
02 - Roads are constructed of all-weather materials and are being maintained well. Facility has locking gate and fencing
for security.
03 - Edge of waste markers are present.
04 - Monitoring wells are locked and tagged except one well. A new lock was added to one well during this inspection
due to locking issues.
05 - Working face of this facility is kept small, and cover material is stored on the working face for quick access. Non-
conforming waste is being removed from any load and taken to the proper site for disposal.
06 - Screening records were reviewed and found to be up to date.
07 - Facility has 1 MOLO’s and 4 Landfill Operations Specialist: Andrew Davis, MOLO – exp. 8/6/2023, Paige
Aycock, exp.10/19/2025, Kenny Matthews, exp. 10/19/2025, Robert Patterson, exp.4/11/2023 and Terry McClintock,
exp. 5/3/2024. Waiting for updated certificates for other certified staff.
08 - Facility has adequate soil cover pile on-site for use. Cover records were reviewed and found to be up to date.
09 - Land Clearing and Inert Debris area is well maintained and is being covered monthly at a minimum. Site is less
than 2 acres.
10 - There is a Wood Processing and Yard Waste Composting Area located in the landfill footprint. This site is
managed well. Temperature records are being kept for Pathogen reduction and Vector attraction reduction and were
reviewed and up to date.
11 - The wood processing area has adequate fire lanes in the event of a fire.
12 - All White Goods and scrap metal are stored in open top containers. White Goods containing CFC’s are placed into
the open top containers upright for Foss Recycling to remove the CFS at their facility. A yearly record is provided to
this facility from Foss Recycling on the CFC removal. Scrap tires are managed at this site as well and is managed well.
13 - Asbestos area is marked and is being managed well.
14 - It was noted that a small amount of windblown trash will need to be picked up by the end of the working
day.
15 - This CDLF is almost full. A new Permit to construct is in the works for a new cell on this property.
16 - Sediment and Erosion Control measures and Sediment Pond are under construction for the new cell.
17 - There is a Recycle/Electronics Center located in the landfill footprint. This center is managed well.
18 - There is a Convenience site located inside of the landfill footprint. Containers are labeled with the types of waste
received. This site is managed very well.
19 - All MSW waste from this Convenience Center goes to Waste Industries, Black Creek Road Transfer Station, permit
# 9808T in Wilson, NC.
20 - Digital pictures were taken during this partial facility compliance inspection. Some are attached to this report.
21 - Overall, this facility is being managed well.
