Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos were taken by Lee Hill on July 8, 2022. 2. The facility submitted a Revised Corrective Action Plan (FID 1406387) on May 19, 2020, the plan was approved by the section on May 28, 2020 and included the following: • Compacting or adding additional soil to provide a minimum 4-foot of soil above existing waste. • Installing a 40 -mil HDPE textured geomembrane liner. • Installing an 8-oz double sided geocomposite. • Ensuring a minimum of 2 feet 6 inches of protective cover with the upper most 6-inch layer being suitable for vegetative growth. Work started on the project in the spring on 2020 and was completed in August 2021. 3. Quarterly landfill gas monitoring records from March 2018 to May 2022 were available for review and no exceedances were noted. 4. Semiannual groundwater monitoring was conducted on March 22-24, 2021 and September 22-24, 2021 and the results were submitted to the section for review. The spring 2022 monitoring event was conducted in March, but the facility had not received the report at the time of inspection. 5. Edge of waste markers constructed of orange fiberglass posts are installed around the perimeter of the waste mass. 6. All groundwater and landfill gas monitoring wells were observed to be secure except for MW-5 (flush mount) which was missing a bolt. Facility staff installed a new bolt and sent a photograph the afternoon of the inspection. All wells were found to be in good condition at the time of inspection. The facility also monitors for landfill gas in the county bus garage and two other structures located within the facility boundary. 7. Monitoring well MW 25 is in the grass on the edge of the pavement at the Haywood County Bus Garage. MW 25 is a flush mount well and two garbage dumpsters are located on each side of the well. As this a flush mount well, it is recommended that relocation of the dumpsters be considered to prevent potential spills from the dumpsters flowing toward the well which could lead to potential contamination. 8. The landfill cap had good vegetative cover except for a few areas on the top of the cap which were sparse. The facility plans on fertilizing in the upcoming weeks and reseeding the cap in the fall. The side slopes of the cap had good vegetative cover sufficient to restrain erosion. No erosion issues were observed on the landfill cap. 9. The facility utilizes solar power to pump leachate out of the landfill. The leachate is sent via force main to the Town of Waynesville Wastewater Facility for treatment.
