Teresa Bradford, NCDEQ – Solid Waste Section STATUS OF PERMIT: A Life of Site Permit Approval to Construct Phases 5 and 6, Permit Approval to Operate Phases 1-4 (Permit No. 6204-MSWLF-1995) and a Yard Waste Collection Facility (6204-TP-2011) was issued to Montgomery County (Owner) and Republic Services of North Carolina, LLC (Operator) a wholly owned subsidiary of Republic Services, Inc. d/b/a Uwharrie Regional Landfill on June 22, 2022 (FID 1683060). The expiration date for Permit No. 6204-MSWLF-1995 is December 11, 2055. The expiration date for Permit No. 6204-TP-2011 is May 14, 2025. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a MSWLF, yard waste treatment and processing area, scrap tire collection area, white goods area and a drop-off convenience area for residential waste. 2. The facility is permitted to receive non-hazardous solid waste generated within the boundary of the State of North Carolina consistent with the Franchise Agreement (DIN 26331) and the amendment (FID 1404913), expect where prohibited by North Carolina General Statutes Article 9 of Chapter 130A and the 15A NCAC 13B Rules. 3. Proper signage was observed at the entrance of the facility. 4. A gate was located at the entrance to the facility to prevent unauthorized access. Operations Inspection of the MSWLF: 5. The facility currently accepts approximately 2,100 tons of waste each operating day. 6. Waste was being disposed of in Phase 4 during the inspection. 7. The facility utilizes one tipper. 8. The active working face was well controlled. 9. No unacceptable waste was observed. 10. Windblown waste was well controlled. 11. The facility utilizes Posi-Shell, petroleum contaminated soil, foundry sand and fabric tarps as alternative cover material. 12. Small areas of erosion were observed on the northern side of the MSWLF. Take measures to repair these areas. 13. Edge of waste markers were being maintained. 14. Access roads were well maintained. 15. A visual inspection of the two 260,000-gallon leachate tanks found that both tanks appeared to be maintained properly. The leachate is discharged into the Town of Troy sanitary sewer system or pump and hauled to a plant in Winston Salem, North Carolina. 16. Leachate recirculation is not being conducted at this time. Operations Inspection of the Tire Collection Area: 17. Tires were being collected into multiple enclosed trailers. 18. The tire collection area was well managed. Operations Inspection of the White Goods Collection Area: 19. White goods that contain Chlorofluorocarbons were being stored in an upright condition. 20. The white goods collection area was well managed. Operations Inspection of the Yard Waste Area: 21. The area consisted of land clearing debris and wooden pallets. 22. No unacceptable material was observed. 23. The ground material is being used on the landfill and not given to the public.
