Charlotte, NC 28201-1006 717-982-0986 Duke Energy is providing the result of the semiannual water quality monitoring for the Duke Energy Carolinas, Marshall Steam Station, Flue Gas Desulfurization (FGD) Landfill, located near Terrell, North Carolina. On March 14 and 15, 2022, leachate, groundwater, and surface water samples were collected in accordance with the facility's Water Quality Monitoring Plan (WQMP) approved July 24, 2019. Field sampling forms, chain of custody (COC) forms, and laboratory reports are included in Appendix A and B. The leachate sampling field and analytical results are presented in Table 5. Leachate analytical results are not compared to groundwater or surface water quality standards and are provided for informational purposes only. A summary of the groundwater sampling field and analytical results are presented in Table 6. The analytical results for the constituents are compared to the groundwater standards found in Title 15A NCAC 02L .0202 (2L Standards). Results with values that are equal to or greater than the 2L Standards are indicated on Table 6 by bold font. A summary of the analytical results that are equal to or greater than the 2L Standards and a preliminary analysis of the cause and significance of such occurrences are presented in Table 7. The surface water sampling field and analytical results are presented in Table 8. The analytical results for the constituents are compared to the surface water standards found in Title 15A NCAC 02B .0200 (21B Standards). Results with values that are equal to or greater than the 2B Standards are indicated on Table 8 by bold font. A summary of the analytical results that are equal to or greater than the 2B Standards and a preliminary analysis of the cause and significance of such occurrences are presented in Table 9. Leachate, groundwater, and surface water locations at the Marshall FGD Landfill are sampled semiannually during March and September. The North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (Division) issued a permit to operate (PTO) the FGD Residue Landfill (Landfill; No. 1809 - INDUS) on November 21, 2006. Closure activities began in July 2018 and were completed in March 2019; the Closure Permit was issued on June 30, 2020. The Landfill consists of an 18 acres landfill footprint. The FGD Residue Landfill is constructed with a leachate collection and removal system and an engineered liner system to prevent impacts to groundwater. 1.2 Hydrogeologic Setting The Landfill site is located within the Piedmont physiographic province (Piedmont). Piedmont bedrock primarily consists of igneous and metamorphic bedrock. The fractured bedrock is overlain by a mantle of unconsolidated material known as regolith. The regolith includes, where present, the soil zone, a zone of weathered, decomposed bedrock known as saprolite, and alluvium. Saprolite, the product of chemical and mechanical weathering of the underlying bedrock, is typically composed of clay and coarser granular material up to boulder size and may reflect the texture of the rock from which it was formed. The weathering product of granitic rocks may be quartz -rich and sandy -textured, whereas rocks poor in quartz and rich in feldspar and other soluble minerals form a more clayey saprolite. Groundwater at the Site typically occurs in three interconnected flow zones. The shallowest groundwater flow zone — the surficial flow zone — occurs in the residual soil and/or the upper section of saprolite. Beneath the surficial flow zone, the transition zone flow zone occurs in the lower portions of the saprolite and partially weathered bedrock and is the most permeable part of the Site hydrogeologic system. Bedrock underlies the transition zone and comprises the least permeable flow zone of the Site hydrogeologic system, where groundwater flow occurs predominantly along fractures, joints, and faults. Groundwater is usually first encountered in the surficial flow zone. Groundwater generally flows to the southeast and emerges in a discharge zone. The water flows from the discharge zone to an unnamed tributary that ultimately flows to Lake Norman. The surface water classification of Lake Norman is WS-IV. July 2022 Page 1-1 Project: 00.0083.55 Semiannual Water Quality Monitoring Report — March 2022 Sampling Event Marshall Steam Station —FGD Residue Landfill (Permit No. 1809-INDUS) Terrell, North Carolina 1.3 Landfill Semiannual Monitoring Program The initial Water Quality Monitoring Plan (WQMP) (Altamont, 2006) has been revised over time to incorporate changes. The March 2022 sampling event and this Semiannual Water Quality Monitoring Report comply with WQMP, Revision 2 (Wood, 2019) submitted to the Division on July 24, 2019. The Landfill semi-annual monitoring program, described in detail in the WQMP, consists of nine groundwater, one surface water, one leachate monitoring locations summarized in Table 3 and shown on Figure 2. A summary of monitoring well construction information is presented in Table 1 and analytical parameter coverage for the Landfill semi- annual water quality monitoring program is summarized in Table 2. July 2022 Page 1-2 Project: 00.0083.55 Semiannual Water Quality Monitoring Report — March 2022 Sampling Event Marshall Steam Station —FGD Residue Landfill (Permit No. 1809-INDUS) Terrell, North Carolina 2.0 METHODS 2.1 Sampling and Analysis Methods Groundwater sampling was performed by Duke Energy Groundwater Science Group personnel (Duke Energy North Carolina Field Certification #5193) on March 14 and 15, 2022, in accordance with the North Carolina Solid Waste Management Guidelines. Copies of the field sampling forms are included in Appendix A. Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248) analyzed the samples for reported parameters and constituents. The laboratory report and chain -of -custody forms are included in Appendix B. The samples were analyzed for the list of parameters and constituents outlined in the WQMP and guidance from the NCDEQ Division of Waste Management, Solid Waste Section (SWS). The monitoring parameters, along with the U.S. Environmental Protection Agency (USEPA) Solid Waste (SW)-846 analytical methods, 15A North Carolina Administrative Code (NCAC) 02L .0202(g) Groundwater Quality Standards (02L), and 5A NCAC 02B .0200 Surface Water and Wetland standards (02B) are present in Table 2. 2.2 Regulatory Criteria Evaluation of the semiannual monitoring analytical results are compared to the following regulatory criteria: Groundwater • 02L Surface Water • 02B 2.3 Statement of Work The following tasks were completed for semiannual water quality monitoring: • Groundwater, surface water, and leachate samples were collected March 14-15, 2022. • Reviewed the laboratory analytical results pertaining to the parameters listed in Table 2. • Compared groundwater analytical results to 02L and historical concentration ranges. • Compared surface water analytical results to 02B and historical concentration ranges. • Developed generalized groundwater surface contour maps using groundwater elevation data. • Calculated groundwater flow velocities based on groundwater elevations at wells perpendicular to groundwater flow. • Converted the laboratory provided electronic data deliverable (EDD) to the format requirements of the NCDEQ DWM EDD template and submitted copies of the EDDs to the NCDEQ DWM with this report. • Prepared and submitted this Semiannual Water Quality Monitoring Report. July 2022 Page 2-1 Project: 00.0083.55 Semiannual Water Quality Monitoring Report — March 2022 Sampling Event Marshall Steam Station —FGD Residue Landfill (Permit No. 1809-INDUS) Terrell, North Carolina WIM.4*191416i 3.1 Site Groundwater Flow Groundwater flow in the aquifer beneath the Landfill footprint generally flows to the east and southeast beneath the landfill, toward the Ash Basin and Lake Norman. Generalized groundwater elevation contours and groundwater flow direction arrows in the vicinity of the Landfill are shown on Figure 3 for the surficial flow zone. These contours were developed by calculating groundwater elevations in each monitoring well using the depth -to - water -level measurements taken during the March 2022 monitoring event. In addition, water - level measurements from nearby groundwater monitoring wells included in other Site groundwater monitoring programs were used. Depth -to -water measurements and calculated groundwater elevations are presented in Table 1. Calculated groundwater flow velocities are presented in Table 4. Calculated groundwater elevations based depth -to -water measurements gauged during the March 2022 monitoring event indicate groundwater at the Landfill generally flows to the east southeast, consistent with historical Site observations. 3.2 Analytical Results Analytical results and reference comparisons discussed below are summarized in Table 5 through Table 9. Sample locations are depicted on Figure 2. Leachate A leachate sample was collected from C-1, the collection location on the east side of landfill. Analytical results are presented in Table 5. Leachate analytical results are not compared to groundwater (02L) or surface water (02B) quality standards and are provided for informational purposes only. Groundwater Results Field and analytical results for the collected downgradient and background groundwater samples are presented in Table 6. Groundwater analytical results are compared with 02L. Constituent concentrations equal to or greater than their 02L are noted in Table 6 by bold font. The laboratory analytical reports are included as Appendix B. A summary of the downgradient groundwater field and analytical results that are equal to or greater than applicable comparison criteria are presented in Table 7. All constituent concentrations greater than their applicable comparative criteria are within historical range except pH at MS-10. The pH value at MS-10 is more neutral than the historic range. Surface Water Field and analytical results for the surface water sample are presented in Table 8. The sample location, SW-1, is depicted shown on Figure 2. Analytical results for the surface water sample are compared with applicable 02B Class C surface water standards. Constituent concentrations greater than 02B s are noted in Table 8 by bold font. The constituent concentration greater than applicable comparative criteria is within the historical range. 3.3 Quality Assurance/Quality Control Field -performed quality assurance and quality control (QA/QC) consisted of the collection and analysis of a field blank to evaluate if contamination was imparted to the samples by the sample container, preservative, or other exogenous sources. A field duplicate sample was also collected to estimate sampling and laboratory precision. Select samples were diluted, as is normal laboratory practice, to bring samples within the calibrated range of the analysis. Specifics regarding the samples that were diluted, including the dilution amount, are reported in the lab report. Additional QA/QC data, laboratory analyses, and chain -of -custody forms are included in Appendix B.
