(S+G) is pleased to present this report regarding the operation and maintenance (0&M) of the Avery County Closed MSW Landfill (Permit No. 06-011 Landfill Gas Collection and Control System (LFGCCS), and the perimeter monitoring probes for May 2022. Site details are provided below. SITE HISTORY The Avery County Closed MSW landfill is located approximately 0.6 miles southeast of the intersection of Highway 19 and Brushy Creek Mountain Road next to the Avery County Airport and the Unimin Corporation mine facility. There is no active mining in the immediate vicinity of the landfill. The MSW landfill was operated from 1970 until it closed in 1993. The property consists of approximately 14.4 acres, with the landfill footprint occupying approximately 9.6 acres of the site. Landfill topography ranges in elevation from approximately 2770 ft. msl to 2670 ft. msl, and slopes downhill toward Brushy Creek. Landfill gas monitoring and LFGCCS maintenance is completed on a monthly basis due to landfill gas concentrations detected in monitoring probes off -site. LFG COLLECTION AND CONTROL SYSTEM MONITORING ACTIVITIES The site has an active Landfill Gas Collection and Control System (LFGCCS) consisting of 10 landfill gas extraction wells (W-1 through W-10), HDPE piping for transmission of collected landfill gas, a one (1) horsepower blower, a condensate trap and storage tank, a candlestick flare, and associated valves and gauges. Well field and flare station data are provided in the attached Table 1. DocuSign Envelope ID: 6D12E9CE-1 FFO-4F44-AF49-3C9A2F54B724 Ms. Drummond June 20, 2022 Page 2 of 4 LFG Extraction Well Field • W-1 through W-10: S+G performed methane (CH4), oxygen (02), and carbon dioxide (CO2) monitoring as well as temperature and pressure monitoring. In general, gas quality varies across the wellfield. All wells with the exception of W-1, W-2, W-3, W-6 and W-8 had recorded oxygen levels below 5% this sampling event. The wells will continue to be tuned to limit the concentration of oxygen in the landfill gas. Flare Station Gas quality measured at the flare is nominal with low levels recorded of methane, and moderate levels recorded of oxygen. The wellfield will continue to be monitored, tuned, and maintained as necessary to identify potential issues with the system and to improve gas quality levels. LFG MONITORING WELL (PERIMETER) MONITORING PROGRAM S+G performed monitoring of the perimeter LFG monitoring network during this event. The network consists of probes P-1 through P-13 located around the facility, and in some cases, on adjacent properties. Monitoring results for this month indicate the following probes have detectable methane concentrations: • P-1 • P-3 • P-7 Monitoring probes P-1, P-3, and P-7 all had observed concentrations above the lower explosive limit (LEL); the concentration in P-1 was 14.6%, P-3 was 2.4%, and P-7 was 1.6%. Overall, the three (3) probes with detectable levels of methane saw an increase in concentration from the April 2022 monitoring event. Attachment 1 includes the monitoring forms with results while Attachment 2 provides a CH4 concentration graph over time for monitoring wells that have historically had methane present. Monitoring of the current well network will continue, and data will be reported to NCDEQ and the County. CONCLUSIONS In general, the landfill gas extraction system continues to operate nominally. The landfill gas extraction wells will continue to be tuned to limit oxygen into the system. Monitoring probes P-1, P-3 and P-7 will continue to be monitored closely. S+G will continue to monitor the methane concentrations at the site monthly, and advise the County as needed on repairs required to maintain an effective collection system.
