PURPOSE OF SITE VISIT: Comprehensive Compliance inspection STATUS OF PAST NOTED VIOLATIONS: None. NOTED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The Life of Site Permit was issued June 28, 2017. The Facility is required to submit an annual facility report on or before August 1 annually. 2. The facility permit and operations plan were readily available and reviewed. 3. Waste screening reports were reviewed and verified. The facility does not receive many unacceptable waste items. All prohibited/unacceptable items are loaded back onto the incoming truck and hauled out of the facility. 4. The facility had four expired operator certifications posted at the time of the inspection. Ms. Holt stated that the employees had either scheduled/completed the training or no longer worked at the facility. Ensure that current operator certificates are posted and updated or removed as needed. Minimal windblown waste and grit were observed near the drains of the leachate collection system, at the bottom of the apron. Ensure that the waste and grit are removed so that the leachate collection system functions properly. 6. Fencing had been installed along the curbing of the transfer trailer bays to assist in catching windblown waste from the transfer trailer bays. Mr. Pernell provided the Section with photographs of the windblown waste removed from the fencing. Continue to ensure that the windblown waste is removed from the fencing at the end of the operating day. 7. Some waste was observed within the transfer trailer bays. The transfer trailer bays are cleaned out between trailer loads and at the end of the day. Continue to remove waste from the transfer trailer bays as needed throughout the day and at the end of the day. 8. The condition of the tipping floor is consistent with the daily operations of the facility. All waste is removed from the tipping floor at the end of the operating day. The tipping floor is also washed at the end of the operating day. 9. Mr. Pernell stated that additional repairs and upgrades were planned to be made to the building in accordance with the Transfer Station Assessment Report. 10.
