OBSERVED VIOLATIONS:
1. 15A NCAC 13B .1626(4)(b)(ii) states: "The concentration of methane in landfill gas shall be monitored. The
monitoring shall be conducted at a frequency of no less than quarterly".
Landfill gas quarterly monitoring was not performed for the 2' quarter of 2021. During the inspection of facility
records of quarterly landfill gas monitoring the 2nd quarter monitoring report for 2021 was not available. The facility
confirmed that the monitoring was not done following the inspection.
Cleveland County is in violation of 15A NCAC 13B .1626(4)(b)(ii) for failure to ensure quarterly landfill gas
monitoring was performed.
To achieve compliance, ensure quarterly methane monitoring is performed per 15A NCAC 13B .1626(4)(b)(ii).
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Cleveland County.
3. The Self-McNeilly facility accepts an average 295 tons per day.
4. The C&D Landfill accepts an average of 208 tons per day.
Operations Inspection of the MSW Landfill Unit:
5. The facility is currently working in Phase 3.
6. Established vegetation was observed on perimeter slopes of Phase 1 & 2.
7. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
8. Working face was small and compact.
9. No unacceptable waste observed on the working face.
10. All access roads maintained in good condition.
11. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover.
12. Windblown waste was being picked up during the inspection.
C&D Landfill Unit
13. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
14. No prohibited wastes were observed during the inspection.
15. All access roads maintained in good condition.
16. Working face less than '/z acre in size.
17. The facility utilizes soil for cover which is applied weekly.
White Goods & Scrap Metal Collection Area
18. White goods and scrap metal are collected from the public at each of the County's nine convenience centers. CFC's
are removed from all white goods by Rapid Recovery at the convenience centers. Cleveland County then hauls the
white goods and scrap metal to a staging area located NW of the two leachate above ground holding tanks.
19. All metal is placed on a concrete pad.

Scrap Tires
21. Scrap tires are collected and stored in U.S. Tire semi -trailers.
22. The facility accepted 1,622 tons and 1,570 tons were removed for disposal by U.S. Tire during the period of
1-1-2020 to 12-31-2020 and acceptedl,581 tons and 1,473 tons were removed during the period of 1-1-2021 to 12-
31-2021.
23. Area is well maintained.
Treatment of Processing Area
24. Pallets and yard waste debris maintained in separate stockpiles.
25. Area is well maintained.
Records Review
26. Current copy of permit and operational plan were on file.
27. Reviewed lst semi-annual groundwater monitoring sampled May 13-14, 2020 and 2nd semi-annual groundwater
monitoring sampled Oct. 2020. lst semi-annual groundwater monitoring sampled July 13-14, 2021 and 2nd semi-
annual groundwater monitoring sampled Oct. 26-28, 2021. Surface water and leachate monitoring reports were
reviewed. Leachate monitoring is performed semi-annually with their groundwater monitoring.
28. Reviewed methane monitoring reports for I' Quarter 2020, 2nd Quarter 2020, 3rd Quarter 2020 4th Quarter 2020, 1"
Quarter 2021, 3rd Quarter 2021, 4th Quarter 2021. Facility staff were not able to located the 2nd Quarter 2021
monitoring report during the inspection. Please see Observed Violations section of this report.
29. Random inspection reports were reviewed. Facility staff perform an average of three (3) random inspections each
day at MSW and CDLF. Screening performed with good frequency. Good documentation of observed
unacceptable waste streams and final disposition of this waste. Records reviewed were from Jan. 3, 2022 -
May 30, 2022 for the MSW and Jan. 3, 2022 - June 1, 2022 for the C&D.
30. Leachate is discharged by a force main to the City of Shelby WWTP. It is pumped via force main eight (8) times
every twenty-four (24) hours for a duration of thirty (30) minutes each time.
