Transfer Station was issued to Alexander County on February 20, 2017. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a Construction and Demolition Landfill located on top of a closed MSW landfill. 2. The facility is permitted to receive solid waste generated within Alexander County only. 3. A gate was located at the entrance to the facility to prevent unauthorized access. 4. The facility had proper signage. Records Review: 5. The Permit to Operate and Operations Plan were current and available upon request. 6. Waste tonnage reports were reviewed for May 2021 through March 2022. The facility received 4,030.02-tons of waste during this time. 7. Waste screening reports were reviewed for January 2022 to present. Screenings were performed with adequate frequency and provided documentation of observed unacceptable waste streams and final disposition of those wastes. 8. Groundwater monitoring was being performed semiannually as required. First semiannual monitoring results for 2021 (performed July 6-9, 2021) and second semiannual monitoring results for 2021 (performed December 14-16, 2021) were verified via the Solid Waste Section document database. 9. Methane monitoring was being performed quarterly as required. Reports for monitoring events performed on 6/25/21, 7/9/21, 12/15-16/21 and 4/28/22 were verified. No exceedances above applicable standards were reported. 10. A soil cover log was being maintained. The log documented the date and number of loads of soil placed on the landfill. The log verified soil was being applied weekly. 11. Landfill Operations Specialist Certifications: x Brett Bunch (expires 11/16/23) x R.D. Story (expires 2/13/24) Operations Inspection of the CDLF: 12. Waste was being placed into Phase 2 at the time of inspection. 13. The working face was densely compacted and less than one-half acres in size. 14. No unacceptable waste streams were observed. 15. All inactive areas were covered with soil at the time of inspection. 16. Windblown waste was well controlled. 17. Majority of inactive slopes were stabilized with native vegetation at the time of inspection.
