(CDM Smith), on behalf of Wake County (County), is submitting an electronic copy of the March 2022 semi-annual sampling event report for the East Wake Landfill - Rigsbee Property (Site). This letter report presents the results of the most recent semi-annual sampling event and constitutes the first semi-annual sampling event for 2022. The approved groundwater monitoring network consists of one background well (i.e., MW-01), and five downgradient monitoring wells (i.e., MW-02, -03, -04S, -04D, and -07). Field activities and sampling results are discussed below. Background The Site is located on two parcels. One of the parcels as shown on Figure 1 is owned by Carolyn Properties, LLC and contains approximately 27 acres of waste. This parcel is referred to as the J.T. Knott property and is currently part of the North Carolina Department of Environmental Quality's Special Remediation Branch's Pre -Regulatory Landfill program. The background monitoring well for the portion of the landfill located on the James Ervin Rigsbee (Rigsbee) property, MW-01, is located on this parcel along with a private airport and several businesses. The parcel owned by Mr. Rigsbee contains approximately 46 acres of waste located in two separate areas as shown on Figure 1. This parcel borders the J.T. Knott property to the south and west. A large portion of the parcel is used for cattle pasture and includes an explosive storage company and associated storage and office trailers, a home with a detached garage and two barns, and a storage area for abandoned automobiles. All monitoring wells for the Site, except for the background well, are located on this parcel. This portion of the Site operated under Permit Number 92-02 until the two waste disposal areas ceased operations in 1983 (Area C) and 1985 (Area D). The two areas of waste located on the Rigsbee property are known as Areas C and D as shown on Figure 1. Groundwater assessment for Area C is being conducted under the supervision of the Special tD WATER + ENVIRONMENT +TRANSPORTATION + ENERGY + FACILITIES Smith Ms. Jaclynne Drummond May 24, 2022 Page 2 Remediation Branch's Pre -Regulatory Landfill Unit after this area of waste was determined to be eligible for the program in the fall of 2012. Beginning in 2012, the County voluntarily collected groundwater samples semi-annually from the Area C monitoring wells (i.e., MW-5, -6, -8, -9, and -10). On September 13, 2018, the Solid Waste Section (SWS) approved the discontinuation of the groundwater monitoring of Area C, beginning with the fall 2018 sampling event. On May 3, 2022, the SWS approved the removal of MW-2 and -7 from the groundwater monitoring network. Additionally, the sample frequency for the remaining monitoring wells was reduced from semi-annually to annually. Samples will be collected from MW-1, -3, -4S and -41) during the spring. A copy of the approval letter from the SWS is provided in Appendix A. Field Activities Groundwater samples were collected on March 21-22, 2022, by use of disposable, laboratory decontaminated bailers. Monitoring well sampling locations are presented on Figure 1. Well construction details are provided in Table 1. Groundwater elevations were measured at each well on March 21, 2022, prior to sampling and are presented in Table 2. These groundwater elevations were used to construct potentiometric contours for this sampling event and are presented on Figure 1. The groundwater elevations and potentiometric contours were used to estimate the groundwater velocity at each well. Groundwater velocity values are provided in Table 3. After depth to groundwater was determined, three well volumes of water were removed from each well prior to sampling to provide fresh formation water within the well water column. Each well volume was measured for pH, conductivity, temperature, turbidity, dissolved oxygen, and oxidation-reduction potential using a YSI-556 multi -parameter water quality meter and a HANNA HI 98703 turbidity meter. Wells with elevated turbidity (i.e., greater than 10 Nephelometric Turbidity Units (NTUs)) were allowed to stabilize prior to sample collection. The water quality parameters at the time of sampling are presented in Table 2. Alternate Source Demonstration On August 17, 2020, CDM Smith submitted an Alternate Source Demonstration (ASD) for the Site on behalf of the County. The purpose of the ASD was to demonstrate that metals exceeding the 15A NCAC 02L .0202 (NC 2L) Groundwater Standards or Interim Maximum Allowable Concentrations (IMACs) are naturally occurring and not related to a release from the landfill. The ASD was prepared using analytical data from the background monitoring well, MW-01, that was collected on a quarterly basis from January 2018 to February 2020 to develop upper tolerance limits (UTLs) for specific analytes that historically exceeded their respective NC 2L Groundwater Standard or IMAC. Based on tD Smith Ms. Jaclynne Drummond May 24, 2022 Page 3 statistical analysis, a UTL of 2.82 parts per billion (ppb) was proposed for cobalt and a UTL of 2 ppb was proposed for vanadium. The SWS approved these proposed UTLs on August 20, 2020. On April 1, 2022, the SWS updated the NC 2L Groundwater Standards and IMACs. The updated NC 2L Groundwater Standard for vanadium is 7 ppb, which is greater than the UTL. The NC 2L Groundwater Standard for vanadium will be used instead of the UTL. Sampling Results Pace Analytical Services, LLC, located in West Columbia, South Carolina, analyzed the groundwater samples for the North Carolina Appendix I volatile organic compounds and Appendix I metals. In a letter dated May 29, 2018, the SWS stated that all groundwater and surface water samples collected from landfills be analyzed for 1,4-dioxane after July 1, 2018. On June 26, 2019, the SWS approved the removal of 1,4-dioxane from the sampling program for all monitoring wells, with the exceptions of MW-03, -04S, and -4D, due to two consecutive non -detect events (October 2018 and April 2019). Samples were collected from the wells requiring the 1,4-dioxane analysis during the March 2022 semi- annual sampling event. Sample results are provided below. The analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below the laboratory limit of quantitation (LOQ). All monitoring wells for the Site had detections of analytes above the MDL but below the LOQ that were qualified as estimated or "J" flags. The following list indicates the analytes detected above the LOQ at each sampling location. There were no "J" flag detections above the standards. Underlined analytes exceeded the NC 2L Groundwater Standard or UTL. A complete summary of all detected and estimated concentrations for the March 2022 sampling event is provided in Table 4. The laboratory analytical data report is provided in Appendix B. Copper and 2- butanone were detected as estimated concentrations in the equipment blank below their NC 2L Groundwater Standards. Methylene chloride was detected in the trip blank below its NC 2L Groundwater Standard. The duplicate sample, identified as DUP, was collected from MW-02 and had similar analyte concentrations as those detected in MW-02. Table 5 presents a summary of all parameters detected during the March 2022 sampling event that exceeded the NC 2L Groundwater Standards or UTLs. Additional metals samples were collected from MW-01, -03, -04S, and -04D during the March 2022 sampling event for the laboratory to filter and analyze due to elevated turbidity (i.e., greater than 10 NTUs). Total metals that exceeded the NC 2L Groundwater Standards or UTLs in MW-04S and -04D were analyzed for dissolved metals to determine if turbidity was a contributing factor to total reported metals. Cobalt was detected in the dissolved metals samples collected from MW-04S and -04D above its UTL. Barium was also detected in the dissolved metal sample collected from MW-04D above the NC 2L Groundwater Standard. Based on qualitative and quantitative evaluation of current and historic groundwater sampling data, the NC 2L Groundwater Standard and UTL metal exceedances from the March 2022 sampling event were determined to be indicative of naturally occurring background concentrations as opposed to a release from the landfill. Dissolved metal sample results are provided in Table 4 and the laboratory report is provided in Appendix B. The County will begin annual sampling of the updated groundwater monitoring network for Area D (i.e., MW-1, -3, -045, and -04D). The concentration of 1,4-dioxane will continue to be monitored in MW-03, -045, and -04D.
