PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Friday from 5:00 am until 5:00 pm. 4. The facility permit and operations plan were available and reviewed with the General Manager and other staff. Additional staff should be aware of the storage location of all pertinent records. Ensure NCDEQ representative contact information is updated. 5. Waste screening reports were verified up to 4/1/22. The facility conducts screenings on 1% of loads received. 6. The following are facility certified personnel: a. William Debnam, Certified Transfer Station Operations Specialist, TS-2009143, exp. 4/14/2024 b. Eric Thompson, Certified Transfer Station Operations Specialist, TS-2015109, exp. 12/11/2024 7. The tipping floor was clean at the time of the inspection except for a small amount of waste in the process of being removed. Ensure all waste is removed before the end of each operating day. 8. The facility currently accepts yard waste from the Town of Wendell. A pile of yard waste was present on the tipping floor at time of inspection. Mr. Zdeb stated during the inspection that the facility was in the process of discontinuing the bringing of yard waste to the facility. 9. Trailers loaded with waste and waiting for transport were properly covered and free of leaks. 10. Windblown waste was being managed properly. There was a small amount of windblown waste located in the drainage ditch to the East of the tipping floor facility. Continue to ensure all windblown waste is picked up before the end of each operating day. 11. During this inspection, the leachate drainage culvert at base of trailer loading bay was found to contain waste and mud. A shovel was wedged into the culvert to hold a grate in place. The exterior portion of the drain was free of waste. Leachate collection drains and lines should be clear and maintained in free-flowing condition. Ensure that the grate is repaired, and the waste and mud is removed from the culvert so that it can function properly. 12. The interior walls of the transfer station were clean and free of dirt and grime. 13. The access around the facility is stable and no soil erosion was noted 14. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
