Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management PW- Solid Waste Section ADDITIONAL COMMENTS 1. Proper signage was observed at the entrance of the facility. 2. The facility is permitted to receive solid waste generated within Iredell County. 3. The facility accepts an average 876 tons per day. Operations Inspection of the MSW Landfill Unit: 4. The facility was currently working in Phase 6. 5. The landfill was actively receiving waste during the inspection. Four tires had been separated out of the working face and set aside to be properly disposed at the tire collection area. 6. Edge of liner markers were observed. 7. All access roads were in good condition. 8. Windblown waste was being collected during the inspection. 9. The working face was small and compact. 10. No unacceptable waste streams were observed in the MSWLF. Operations inspection of the White Goods Collection Area: 14. This area was well managed at the time of inspection. 15. White goods containing Freon are separated from other metals and stored in an upright manner. 16. Facility staff was extracting Freon during the inspection. Operations inspection of the Electronic and Paint Collection Area: 17. This area was well managed at the time of the inspection. 18. Latex paint collected in five (5) gallon containers is mixed with the Posi-Shell. Operations inspection of the HHW Area: 19. The facilities Household Hazardous Waste Generator Identification Number is NCPH0492001. 20. The Household Hazardous Waste Facility consists of a permanent containment unit that has three separate lockers for temporary storage of household hazardous waste (Locker #1 - Flammable liquids; Locker #2 - Fluorescent Bulbs; Locker #3 - Pesticides). All three lockers were secured and locked. 21. The floor grates and space beneath the grates were clean and free of debris. 22. Each of the three lockers in the containment unit are equipped with an Ansul Fire Suppression system. 23. The facility offers an HHW event once a month to the residents of Iredell County which is held the last Saturday of each month. 24. The county has a contact with ECOFLO, Inc. to collect the household hazardous waste. Operations inspection of the Tire Collection Area: 25. Tires are stored on the ground. When enough tires have accumulated for a load landfill staff contact New River to deliver a trailer. Facility staff was loading a New River trailer during the inspection. 26. New River collected 2,510.01 tons in 2020 and 2,382.43 tons in 2021. Operations inspection of Mulching and Grinding/Yard Waste/Type 1 Small Composting Area: 27. This area was well managed at the time of the inspection. 28. Land clearing waste and pallets are kept separated from yard waste that is required to be composted. 29. Painted pallets are removed to be used in the electronic collection area. Operations inspection of the Asphalt Shingle rea. 30. The asphalt shingle recycling area was well managed at the time of the inspection. 31. At the time of the inspection there were 258.90 tons in Bunker A (left side). Bunker B (right side) has been tested and 422.82 tons are ready to be hauled. 32. Asphalt shingles are collected by Maymead Asphalt for recycling. A copy of the current permit and operations plan are maintained in the landfill office. 34. Reviewed semi-annual groundwater, surface water and leachate monitoring reports (February 2019 to September 2021). 35. Random inspection reports were reviewed from June 2021 to May 2022. Facility staff perform 2-3 random inspection per week. 36. Reviewed leachate discharge records for 2020 and 2021. Leachate lines are flushed once per year and videoed every five years. 37. Yard waste compost temperature records were reviewed and are being maintained in accordance with the rules. 38.
