The landfill facility includes an active construction and demolition debris (C&D) landfill, scales and scale house facilities, administrative offices, a maintenance building, a white goods, scrap metal, and tire handling area, a citizen's convenience center, and a recycling building. The facility also has one (1) closed MSW landfill unit (NC Solid Waste Permit No. 9801-MSWLF-1990) which is maintained by the County. Wilson County currently operates Area 1 which is expected to be depleted of permitted volume in mid to late 2021. Once Area 1 has reached capacity, the County will need to expand laterally into the proposed Area 2 landfill unit. The purpose of this Facility and Engineering Plan is to present the updated plans for the development of Area 2, and to specifically discuss the detailed design of Area 2. It is the intent of Wilson County begin construction of Area 2 in 2021. 1.1 Site Description Area 2 is located in the central portion of the facility, west of Area 1, across Buck Branch. The topographic relief of the site is approximately 34 feet, ranging from elevation 114 feet at the northern end of the proposed Area 2 to elevation 90 feet at the southern end. Existing conditions are shown on Drawing S1 of the Permit to Construct Drawings (Attachment M of this Permit to Construct Application). Access to Area 2 will use the existing landfill entrance off Highway 42. The proposed Area 2 C&D landfill unit will occupy approximately 17.2 acres. At the projected gate rates described in Section 2.0 (Facility Report), Area 2 has been designed for approximately 42.1 years of disposal volume. Additionally, Area 2 has been designed to meet current DWM setback and horizontal buffer requirements: 200 feet from property lines, 500 feet from residences or active water wells, and 200 feet form surface water features (i.e., stream, river, creek, etc.). 2.0 FACILITY REPORT This section presents an updated plan for the development of the Area 2 C&D landfill unit of the Westside C&D Landfill facility. This report has been prepared in accordance with the requirements of Rule .0537 and .0539 of the North Carolina Solid Waste Management Rules. Wilson County Westside COO Landfill -Area 2 Facility and Engineering Plan July 2020 (Revised October 2021) Page 1 DocuSign Envelope ID: E4CD1420-42E0-46D6-A48E-BC6299FBE42B 2.1 Facility Services and Waste Stream 2.1.1 Facility Services Currently, the following activities or services are provided at the Westside C&D Landfill facility as shown on Drawing S1 (Attachment M of this Permit to Construct Application): • Scales and scale house facilities; • Administrative offices and maintenance building; • C&D landfill; • Convenience Center; • Tire Collection Area; • Wood Processing and Yard Trash Composting Area; • White Goods and Scrap Metal Staging Area; • Inert Debris Disposal Area; • Asbestos Waste Disposal Area; and, • Tear -Off Shingle Area. 2.1.2 Types of Waste The Westside C&D Landfill accepts construction and demolition debris (C&D) generated within the approved service area (Section 2.1.41. A further discussion on acceptable waste, prohibited waste, and waste handling can be found in the Operations Manual (Attachment I of this Permit to Construct Application). 2.1.3 Disposal Rates and Estimated Variances Based on the 2010-2019 Solid Waste Management Annual Reports information provided by the County, the landfill accepted approximately 17,400 tons per year, on average. As documented during the local government approval process (Attachment D of this Permit to Construct Application), the County has set a maximum disposal rate of 50,000 tons per year for the landfill. For purposes of facility life expectancy calculations, a disposal rate of 17,500 tons per year is assumed. 2.1.4 Service Area The landfill facility currently serves Wilson County. 2.1.5 Procedures for Waste SeOre0ation Procedures for waste segregation at the proposed landfill will be similar to existing operations in Area 1 including requirements for waste screening and Wilson County Westside COO Landfill -Area 2 Facility and Engineering Plan July 2020 (Revised October 2021) Page 2 DocuSign Envelope ID: E4CD1420-42E0-46D6-A48E-BC6299FBE42B contingency plans for managing unacceptable wastes. Refer to the Operations Manual (Attachment I of this Permit to Construct Application) for more information. 2.1.6 Equipment Requirements The County will maintain on -site equipment required to perform the necessary landfill activities. Periodic maintenance of all landfilling equipment, and minor and major repair work will be performed at designated maintenance zones. Refer to the Operations Manual (Attachment I of this Permit to Construct Application) for more information. 3.0 LANDFILL CAPACITY 3.1 Total Operating Capacity and Life Expectancy Drawing S2 and Drawing S3 (Attachment M of this Permit to Construct Application), show proposed subgrade and final cover grades for the development of Area 2, respectively. The final cover side slopes will be at a 3H to 1V slope, then transition at flatter slopes (5 to 8%) to the peak elevations. The estimated gross volume, net (waste) capacity, life expectancies, and areas of Area 2 phases are shown in Table 1. The net (waste) capacity and corresponding life expectancy of each phase accounts for periodic cover and/or final cover. Life expectancies were calculated based on a disposal rate of 17,500 tons per year. 3.2 Airsoace Utilization Factor and Percentage of Periodic Cover Soil The capacities shown in Table 1 were based on a 10 percent periodic cover ratio and an airspace utilization factor (AUF) of 1,000 pounds per cubic yard (pcy) which are typical for C&D landfills. Note that changes in landfill operations (i.e. changes in compaction equipment/methods) may affect the values assumed above and, thus, alter the life of the landfill. 4.0 AVAILABLE SOIL RESOURCES AND REQUIRED SOIL QUANTITIES 4.1 Earthwork Quantities The soils required to construct and operate the proposed Areas 2 will be removed from on -site borrow sources or imported from off -site. The soils removed during excavation of landfill units may be used for structural fill, periodic cover, final cover, and general fill. Wilson County Westside COO Landfill -Area 2 Facility and Engineering Plan July 2020 (Revised October 2021) Page 3 DocuSign Envelope ID: E4CD1420-42E0-46D6-A48E-BC6299FBE42B 4.2 Periodic Cover Assuming the previously mentioned periodic cover ratios, the required in -place volume for use as periodic cover during operations of each landfill unit is shown in Table 2. 4.3 Final Cover On the basis of the 2-foot-thick vegetative soil layer required for the (alternate) landfill final cover system, the in -place volume required for each landfill unit is shown in Table 3. 4.4 Soil Summary The above on -site and off -site soil quantities are summarized in Table 4. Note that, based on the proposed base grades, long-term there is a soil deficit of on -site soil within the proposed Area 2 footprint. However, there is anticipated to be sufficient soil in existing on -site borrow areas shown on Drawing S1 (Attachment M of this Permit to Construct Application). Off -site soil will be acquired, as necessary, for landfilling operations. 5.0 FACILITY DESIGN CRITERIA Area 2 will be constructed in accordance with Section .0540 of the North Carolina Administrative Code, Title 15A, Chapter 13, Subchapter 13B including the following requirements: 5.1 Horizontal Separation Requirements The horizontal separation requirement between the disposal boundary (edge of waste) and the property lines is a minimum of 200 feet; the minimum buffer between private residences and wells and the disposal boundary is 500 feet; and the minimum buffer between any surface water (stream, river, creek) and the disposal boundary is 200 feet. The proposed design satisfies all buffer requirements. 5.2 Vertical Separation Requirements The post -settlement bottom elevation of the liner system will meet the minimum requirement of four (4) feet above the seasonal high groundwater table and bedrock. 6.0 CONTAIN M ENT AND ENVIRONMENTAL CONTROL SYSTEMS The following systems and elements are the basic containment and environmental controls for the Area 2 C&D landfill unit. Technical specifications and construction quality assurance requirements can be found in Attachments G and H of this Permit to Construct Application, respectively. Wilson County Westside COO Landfill -Area 2 Facility and Engineering Plan July 2020 (Revised October 2021) Page 4 DocuSign Envelope ID: E4CD1420-42E0-46D6-A48E-BC6299FBE42B 6.1 Landfill Subgrade and Perimeter Berms The subgrade elevations will be achieved by excavation or placement of compacted structural fill (embankment). During excavation, a determination of unsuitable soils (i.e. soils which are too soft, wet, or organic) will be made. Where unsuitable soils are found, the soils will be undercut and backfilled with structural fill. The landfill subgrade will consist of two (2) feet of in -situ or modified soils consisting of the following: SC, SM, ML, CL, MH, or CH soils. In addition to providing the landfill subgrade in fill areas, structural fill will be used for berm and roadway construction. Structural fill will consist of on -site soils removed during excavation of the landfill units or imported borrow soils, except that no CH, OL, or OH soils will be allowed. 6.2 Final Cover System The final cover system will consist of the following components (top -down): Regulatory Final Cover System (.0543(c)(1)) • An 18-inch-thick vegetative soil layer; • An 18-inch-thick soil liner with a hydraulic conductivity (k) of no more than 1.0 x 10-5 cm/sec ("compacted soil barrier"); and, • A 12-inch-thick intermediate cover layer. M' Alternate Final Cover System (.0543(c)(3)) Top Slopes [5 to 8% • a 24-inch-thick vegetative soil layer; • a drainage geocomposite (with drainage breaks); • a 40-mil textured LLDPE geomembrane; and, • a 12-inch-thick intermediate cover layer. Side Slopes (3H:lV) • a 24-inch-thick vegetative soil layer. The final cover system will be placed on prepared intermediate cover at a maximum slope of 3H:1V. Surface water control devices and passive landfill gas (LFG) vents will also be incorporated into the final cover system. The final cover surface will be vegetated upon completion of the final cover installation according to the project seeding specifications. Wilson County Westside COO Landfill -Area 2 Facility and Engineering Plan July 2020 (Revised October 2021) Page 5 DocuSign Envelope ID: E4CD1420-42E0-46D6-A48E-BC6299FBE42B A final cover infiltration analysis was performed to demonstrate that the proposed final cover system allows less infiltration than the regulatory final cover system (see Appendix A). Note that this permit application assumes the installation of the proposed alternative final cover system. An analysis of the final cover drainage layer (drainage geocomposite) is provided in Appendix A. This analysis focused on determining the required transmissivity to maintain the peak head within the drainage geocomposite. An analysis is also provided in Appendix A which shows that the upper geotextile of the drainage geocomposite will perform acceptably as a filter when covered with typical site soils. 6.3 Erosion and Sedimentation Control Erosion and sedimentation control devices/measures will be designed and maintained to manage the run-off generated by the 25-year 24-hour storm event and conform to the requirements of the North Carolina Sedimentation Pollution Control Law (15A NCAC 4). A detailed discussion of site erosion and sedimentation control can be found in the Erosion and Sedimentation Control Plan (Attachment F of this Permit to Construct Application). 6.4 Landfill Gas Control The landfill gas (LFG) control system will consist of vents placed within the waste to capture LFG and passively vent the gas. Vents will be placed in conjunction with the final cover system. 6.5 Access and Roadways The Westside C&D Landfill is accessed from NC Highway 42. A scale and a scale house are located near this entrance. Drawing S1 (Attachment M of this Permit to Construct Application) shows this infrastructure. All-weather access to active areas as well as areas under periodic cover will be provided. Access ramps into the landfill units will be provided where necessary. 7.0 SLOPE STABILITYAND SETTLEMENT An evaluation of the veneer stability of the final cover system utilizing geosynthetics (top slopes) as well as the slope stability of the overall waste mass of Area 2 is addressed in Appendix A. Additionally, an evaluation of foundation settlement is addressed in Appendix A. These analyses indicate that the proposed landfill configuration will be stable and will satisfy applicable regulatory criteria. Unstable soils are those which cannot perform self -filtration (i.e. they have the potential to pipe internally). They may include gap -graded, broad -graded, and other highly erodible soils. If there is an insufficient quantity of soil particles in the medium fraction, fine soil particles pipe through the coarse fraction. ANALYSIS: This slope stability evaluation was performed using the computer program STABLSM, a computer program developed by Purdue University. The slope stability evaluation was performed on the cross section shown on the attached figure which is believed to represent the critical cross section. The shear strength envelopes assumed for this evaluation are as follows: Subgrade/Berms: cohesion = 50 psf and phi = 20 degrees (See Note 1) Waste: cohesion = 500 psf and phi = 25 degrees (See Note 2) 1. Wilson County West Side COD Landfill Facility Plan Information 1.0 INTRODUCTION Wilson County, North Carolina (County) currently owns and operates the Westside C&D Landfill facility at 2400 Hwy 42 East in Wilson. The facility is permitted for the disposal of construction and demolition debris (C&D) under NC Solid Waste Permit 9809-CDLF. The County also conducts several other solid waste management activities at the facility. Based on current projections, Area 1, Phase 3 is expected to remain in operation until late 2020. Once Area 1 has reached capacity, the County will need to expand laterally into the proposed Area 2 landfill unit. The information contained herein is a brief description of the County's plans to continue to operate and expand the C&D landfill. 2.0 FACILITY SERVICES AND WASTE STREAM 2.1 Facility Services Currently, the following solid waste services are provided at the Westside C&D Landfill facility: ■ C&D disposal • Citizen Convenience Center Area; • Tire Collection Area; • Wood Processing and Yard Trash Composting Area; ■ White Goods and Scrap Metal Staging Area; • Inert Debris Disposal Area; • Asbestos Waste Disposal Area; and, • Tear -Off Shingle Area. 2.2 Tees of Waste The Westside C&D Landfill facility accepts construction and demolition debris (C&D) waste, and other wastes (i.e. white goods and tires). These wastes are segregated and directed to on -site facilities for disposal or processing/handling area as described above. However; the average yearly disposal rate over the most current reported three (3) year period is approximately 19,000 tons. For purposes of facility life expectancy calculations, a disposal rate resulting in the depletion of 30,000 cubic yards (approximately 19,000 tons) annually is assumed. 2.4 Service Area The landfill facility currently serves Wilson County. 2.5 Landfill Capacity The estimate gross operating capacity, life expectancy and planned C&D landfill area for Area 2 are shown in Table 1.
