The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01 - Life of Site Permit was issued 2/20/2017 as a combined permit with facility #2803- CDLF and was reviewed along
with the operations plan and contingency plan during this inspection. Facility is permitted to receive waste from Dare Co. Passed by the Dare Co. Commissioners on August 02, 2004. MSW is transferred to 0803-MSWLF in Bertie Co. 02 - Facility has required signage. Locking gates and fencing for security.
03 - Interior roads are of all-weather construction and well maintained. Need to add operator on signage per new rule. 04 - Incoming load tickets were reviewed and found to have required information during this inspection.
05 - Waste screening records were reviewed and found to be up to date during this inspection. 06 - Leachate removal records were reviewed during this inspection. Last date of leachate removal was 4/22/2022. 07 - Leachate tank has plenty of storage until next removal occurs.
08 - The leachate drains didn’t look bad. Draining properly during this inspection. 09 - There was minor windblown trash noted today during this inspection. 10 - Tipping floor was not in bad shape and behind the push walls were free of MSW.
11 - Facility has 5 Certified Transfer Station Operations Specialist (TSO): Stella Environmental; Michael Chesson, issued 7/24/2021, Dare County; Jonathan DeWeese, expires 11/15/2024, Deborah A. Equils, expires 11/3/2022, Thomas Tillett, expires 10/9/2023 and Doug Huff, expires 5/17/2024.
12 - No leaks were noted on the 4 loaded trailers during this inspection. Facility had 7 empty trailers available. 13 - All loaded trailers had netting style tarps on them to help with windblown trash. 14 - Facility has new staff working the loading bays and yard. 15 - Digital pictures were taken during this inspection and some are attached to this report.
