Issued April 10, 2019 and Expires 12/15/2055. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: 15A NCAC 13B .0405 OPERATIONAL REQUIREMENTS: (10) (C), (11), This rule was added to the email along with the inspection report. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 1. Facility has new Life of Site Permit. Issued April 10, 2019 and Expires 12/15/2055. Reviewed Permit and Operations Plan. 2. Facility is permitted to receive MSW within Hertford County. 3. MSW is transported to East Carolina Regional Landfill in Bertie County permit number 0803-MSWLF-1993. 4. Facility has adequate signage. 5. Facility has fencing with locking gates for security. 6. Interior roadways are constructed of all-weather materials and maintained. 7. There is a Public Collection Center onsite and managed well. Very Clean. 8. Screening records and incoming load records onsite and screening records were reviewed and found up to date. * See the NEW RULES attached to the email for new screening requirements also. Discussed on-site. 9. Facility has 4 Certified Transfer Station Operations Specialist currently available. Donnell Cooper, expires 11/16/2022, Alton Burke, expires 5/3/2024 and Carolyn Carr, expires 5/3/2024. 10. Windblown trash was an issue during this inspection. 11. LAST INSPECTION: The back push wall on the tipping floor is in need of replacement. Bids have been submitted. Please address this repair as soon as possible before it becomes a non-compliance issue due to leachate leaving the tipping floor onto the ground and the Transfer Station has to be closed. A temporary fix is in place. THIS INSPECTION: The back push wall is almost completely gone. Temporary box container is being used. Waste is falling out and from under this container. 12. Be sure NO LEACHATE leaves the tipping floor. ALL LEACHATE MUST GO INTO THE LEACHATE COLLECTION TANK. Any water that comes in contact with waste is classified as LEACHATE. Some was noted on the South Side of the tipping floor in a low area. Need to fill the low areas after removal of LEACHATE to keep storm water from ponding thus becoming LEACHATE. 13. The equipment seems to be working properly. 14. The containment area around the oil storage has collapsed. 15. Overall the tipping floor area is in need of better management. 16. The yard waste is getting out of control at the front temporary storage area. 17. Digital pictures were taken during this inspection, and some are attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
