Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos were taken by Lee Hill on March 30, 2022. 2. The facility is open to the public Monday through Friday, 7:30 am to 4:30 pm, and Saturday, 8:00 am to 2:00 pm. 3. The facility is secured by gates at the entrance and a portion of the facility is fenced to prevent unauthorized access. In areas where fencing has not been installed, topography serves to limit access as well. Ouerations Insuection of the MSW Landfill Unit (5703-MSWLF-1992) 4. The access roads were of all-weather construction and were being maintained in good condition at the time of inspection. 5. The western portion of the state has suffered from high winds over the past week; however, windblown waste was minimal and facility staff were actively picking up material at the time of inspection. 6. The working face was small, compact and no unacceptable waste was observed. 7. All interior slopes and the top of the cell had good soil cover. 8. Disposal boundary markers are installed around the landfill cell as required by 15A NCAC 13B .0201(g). Ouerations Insuection of the Waste Treatment and Processing Facility 9. All non-commercial loads (excluding construction and demolition debris) are directed to the treatment and processing facility. 10. The incoming waste is dumped on the tipping floor, loaded into a transfer trailer that is transported to the working face. No unapproved material was observed on the tipping floor at the time of inspection. 11. The leachate drains were clear and appeared to be functioning as designed. 12. Scrap metal, cardboard, electronics, fluorescent tubes and thermostats are accepted in the Waste Treatment and Processing Facility. The fluorescent tubes and bulbs were observed to be stored in containers that were structurally sound and adequate to prevent breakage. 13. Tires are collected and placed in four van trailers outside the Waste Treatment and Processing Facility. No tires were stored outside the trailer at the time of inspection. Ouerations Insuection of the Yard Waste Treatment and Processing Area 14. The facility is permitted to receive land clearing waste as defined by 15A NCAC 13B.0101(31), wooden pallets constructed of unpainted and untreated natural wood and yard trash as defined by 130A-290(a)(45). 15. The material is stockpiled and ground to the northwest of the active landfill cell. 16. No unapproved material was observed in the unground stockpile. The material is mixed with soil for use as an approved alternative daily cover for the landfill. No ground material is distributed to the public.
