Dear Ms. Drummond:
SCS Engineers, PC (SCS), on behalf of Atlantic Coast Consulting, Inc. and BFI Waste Systems of North
America, LLC (a wholly owned subsidiary of Republic Services, Inc.), submits this Report of Geologic
Observation for Cell 2M at the Charlotte Motor Speedway (CMS) Landfill - V. Cell 2M is a 6.6-acre
cell located south of existing Cell 2K. At this time, all 6.6 acres have been excavated to design
subgrade elevations and are ready for placement of the low -permeability soil liner.
For preparation of this report, the Phase 3 Design Hydrogeologic Report dated May 2009, prepared
by David Garrett and Associates was reviewed. This Report contains information on the geology and
hydrogeology conditions within Phase 3, including Cell 2M, that we compared our findings to.
GEOLOGIC OBSERVATION
The following is a summary of the geologic field observations by Mr. Jared Hamela P.G., a licensed
NC geologist, on March 21, 2022. This was peformed to fulfill the number 9 paragraph condition of
the Attachment 2 Conditions of Permit Approval to Construct Phase 3 Cell 2M (File ID: 1450556).
• Contractor excavation has revealed no rock formations within Cell 2M footprint.
• No blasting of rock was required in this area.
• No remnant cobbles or boulders were visible.
• Soils observed included tan, red -brown, sandy silts and silty clays (ML and CL), residuum
from gabbro and syenite parent material consistent with the Concord Pluton of the
Charlotte Belt.
• No perched groundwater was encountered in Cell 2M. No evidence of a spring, seep, or
other artesian conditions were observed.
The geology of the cell area of the cell observed appears to be consistent with the observations and
geologic evaluations documented in the design Hydrogeologic report cited above. A photographic log
of the field observations is provided as Attachment A. No geologic features (i.e. pinnacles or tors)
above the constructed cell subgrade established by the contractor were observed. The cells exposed

conditions appear consistent with the expectations identified in the permit documents and
conditions reported in previous cells. It is our recommendation that no modifications be made to the
Groundwater Monitoring Plan or cell base grades, and no geologic features are present in that would
impact the construction or operation of Cell 2M.
This report will be presented as a component of the Construction Quality Assurance (CQA) report for
