Anchor QEA is working with Madison County to respond to noncompliant landfill gas measurements observed in landfill gas prob GP-05, where methane measurements indicate that the lower explosive limit is exceeded. In 2019, the County planned to install a new landfill gas trench to replace one that that had previously been installed to mitigate this issue. The existing landfill gas trench has performed poorly, and requires replacement. This work was on track for completion in 2020; however, the beginning of the year 2020 marked the beginning of the COVID-19 global pandemic, which has resulted in many required delays related to public health, changing employment conditions, subcontractor delays, and supply chain issues. In addition, Madison county is questioning the technical feasibility a new landfill gas trench to properly mitigate the issue and would like to explore other options such as installation of landfill gas vents. Madison county is prepared to move forward with the efforts required to achieve compliance with the regulatory issues related to the landfill gas measurements at GP-05 and plans to address these issues in the 2022 fiscal year. Based on the information presented, Anchor QEA, on behalf of Madison county, requests an extension of time to achieve compliance with the applicable rules and conditions. Anchor QEA respectfully requests that the DEQ grant Madison county an extension until September 30, 2022, for completion of the landfill gas mitigation work.
