PURPOSE OF SITE VISIT: Comprehensive Inspection – Follow up STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS 1. The purpose of this inspection was to conduct a follow up on YW site and signage for facility. Yard waste/mulching area is YWN-77-001 and is associated with the Transfer Station LOS permit as well. 2. The facility is permitted to receive solid waste generated within Richmond County. Waste is transferred to Uwharrie Environmental Regional MSW Landfill for disposal. It was requested that signage be added to reflect permit condition. Previous inspection stated, “Hazardous and liquid wastes should be mentioned as not acceptable and Republic Services as the operator. Some signage may have been further into the facility but also is required for it to be at the entrance. Mr. Leggett explained this signage is at station inside facility. This information doesn’t necessarily need to be on the main signage but just stating what information, described in the permit condition, should be at the entrance. “ Mr. Leggett has added the requested signage to the front entrance. Additional signage is inside facility as well. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Floor was in good condition, as well as the walls. Staff walked around area behind push walls, was clean and orderly. Good job. An inside photo was taken of damaged tin siding that was mentioned in the Transfer Station Assessment report. Document the fix and submit to the Section. Mr. Leggett indicated they can remove this damaged section and fix. Leachate tank area has been mowed and litter cleaned up, good job. Leachate tank area has been mowed and litter removed. 4. Yard Waste area will be addressed in the YWN inspection report for YWN-77-001. 5. A new Temporary Disaster Debris Site (TDDS) site was close to being finalized last year. Mr. Leggett is still awaiting the Sections requested documents for crossing over the railroad structure/gas line and property during the event of an emergency and the site becomes activated to receive waste. Please continue to follow up and get the requested information and submit ASAP.
