Fifth Street Mebane, NC 27302 PARTICIPANTS: Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section (SWS) Sonya Heath, Office Manager – Mebane Wood Recycling Stacey Bradsher, Owner/Operator – Mebane Wood Recycling STATUS OF PERMIT: Permit to Operate (PTO) issued May 25, 2018 PTO expiration date December 14, 2022 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On February 25, 2022, Chuck Kirchner met with Sonya Heath and Stacey Bradsher to conduct a comprehensive inspection of the Carolina Resource Recovery, Inc. Treatment and Processing Facility on Jones Drive in Mebane, Alamance County. 1. Carolina Resource Recovery, Inc. is a land clearing debris (LCD) treatment and processing (T&P) facility. 2. The facility is located a few hundred yards down the road from Scott Stone, Inc. 3. The facility is operated by Mebane Wood Recycling personnel: Stacey Bradsher, Owner, Logan Porter, Owner, and Max Pedneau, Owner. 4. There is a portable office located at the facility entrance. The office manager is Sonya Heath. The office phone number is: 336-512-1229 (PO Box 1631, Mebane, NC 27302). 5. The facility permit, site plan, and operations plan were discussed. 6. The facility is permitted to receive LCD, untreated and unpainted wood waste, uncontaminated pallets, and uncontaminated soil. 7. The facility is composed of a soil screening area, a LCD storage, processing, and load-out area, and a temporary debris storage and reduction site (TDSR). 8. The facility generally accepts material from: Alamance, Durham, Guilford, Orange, Person, and Wake Counties. 9. Land clearing debris is converted using a factor of 400 pounds per cubic yard or 0.2 tons/yd3. 10. Storage of pre-processed permitted wastes must be limited to a maximum of 16 feet high and 33 feet wide. 11. All windrows shall be separated by a minimum of 20 feet. 12. Storage of finished product shall be in rows averaging 10 feet wide. 13. A 50-foot buffer shall be maintained around the boundary of the processed/unprocessed material and any drainage features or property lines. Fire equipment should be able to access all sides of the material at any time. 14. Ms. Heath displayed the database she uses to keep track of incoming and outgoing loads of LCD. 15. The facility accepted 323.2 tons of material January 2022. 16. The facility did not sell any much in January of 2022. 17. The facility annual report (FAR) for July 2020 through June 2021 was received by the SWS, dated August 1, 2021. The facility received 1,519.60 tons of LCID solid waste from Alamance and Orange County in that time. 18. The approved maximum capacity of combining untreated/unprocessed wastes and products stored at the facility is 6,000 yd3. Update the permit during renewal if you think the maximum capacity will need to be increased to meet the needs of the business. 19. Mr. Bradsher stated that there was close to 6,000 yd3 of material on site during this inspection. 20. Only LCD material was observed on site. 21. About half of the LCD material on site had been processed into mulch. 22. Mr. Stacey Bradsher was grinding mulch at the time of this inspection. 23. Some logs were noted along the east side of the unprocessed LCD material. Mr. Bradsher stated that these logs are given away for firewood. 24. A small pile of soil screenings observed on site during the inspection. The screener was used to clean soil off LCD that had heavy sediment deposits on it. Soil may be screened according to operational procedures. 25. The facility has conditional approval for a TDSR (Temporary Debris Storage and Reduction – formerly called TDDSS) number: DS01-001. 26. The area allotted for the TDSR is 4.8 acres: 2.4 acres cleared and 2.4 acres treed. 27. If the facility plans to operate the TDSR due to a disaster event the facility shall notify the SWS prior to accepting material. Material accepted at the TDSR must be removed within six months of receipt. 28. No erosion or runoff was observed. 29. Refresh stone on access road into the facility. Ensure no sediment is tracked out onto Jones Drive from this facility. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 30. Open burning of solid waste is prohibited at the facility. 31. Fires shall be reported to the Division orally within 24 hours of the incident and in writing within 15 days of the incident. Standard fire reporting form is in the operations plan. 32. The Alamance County Volunteer Fire Department and the Mebane Fire Department can be contacted to respond to an emergency at the facility. 33. The facility is secured by a locked gate. 34. The facility has proper signage. 35. The permit expiration date is December 14, 2022.
