Box 1957 Rutherfordton, North Carolina 28139 Subject: Rutherford County Solid Waste Facilities Installation of Six Landfill Gas Probes DSWM Permit No. 81-02 (South Facility) DSWM Permit No. 81-03 and 81-05 (Central Facility) Shield Project 1130184 Dear Mr. Kilgo: Shield Engineering, Inc. (Shield) had proposed to install six new landfill gas probes, with three at each of the two Rutherford County Solid Waste Facilities. Through Odom Engineering the Solid Waste Section (SWS) had approved the installation of these six new landfill gas probes in correspondence dated October 23 and November 2, 2018. As per our two proposals (i.e., P- 2018-296, and P-2018-362) dated September 19, 2018 and November 6, 2018 Shield had provided cost estimates for the installation of these six new landfill gas probes. Rutherford County subsequently issued two Purchase Orders for the installation of these new landfill gas probes. Subsequently, the drilling for these six landfill gas probes was scheduled with Geologic Exploration for January 28 and 29, 2019. The installation of these six new landfill gas probes was completed on January 29, 2019. These six landfill gas probes were installed at the locations proposed by Odom Engineering and shown on maps in correspondence submitted to the SWS. The construction of these landfill gas probes was completed in accordance with 15A NCAC 02C.0101. The Well Construction Records for Landfill Gas Probes LFG-9, LFG-10, and LFG-I I installed at the Central Facility are attached. Boring Logs for these same three landfill gas probes are also attached. The Well Construction Records for Landfill Gas Probes LFG-14, LFG-15, and LFG-16 installed at the South Facility are attached. Boring Logs for these same three landfill gas probes are also attached. Since surveying of the these new landfill gas probes was not part of Shield's scope in our two proposals, it should be noted that the surveyed ground elevations and coordinates for these six new landfill gas probes are not included on their respective boring logs. The data from these gas readings are included in Table 1. All of these landfill gas probes exhibited no detectable gases, except for Landfill Gas Probe LFG-15. The presence of methane in Landfill Gas Probe LFG-15 was measured at 11.5% of methane in air, which exceeds the regulatory limit of 5% at the property boundary. This result was discussed with Mr. Pete Dickerson of Odom Engineering on February 7, 2019.
