HomeMy WebLinkAbout4101_Guilford_HighPoint_MSWLF_Seaboard_TechMemoE11_FID1640548_20220203SEABOARD GROUP II AND CITY OF HIGH POINT, NC TO: North Carolina Department of Environmental Quality ATTN: Eric Aufderhaar, Hazardous Waste Section Jackie Drummond, Solid Waste Section FROM: Seaboard Group II and City of High Point DATE: February 3, 2022 SUBJECT: Technical Memorandum No. E-11 In April 2020, the Seaboard Group II and City of High Point (Parties) submitted the Remedial Monitoring and Effectiveness Evaluation Report that documented operations, maintenance and Monitoring of the Extraction and Treatment systems for the Former Seaboard Chemical and Riverdale Drive Landfill Sites for the initial 2 years following DEQ approval of the Remedial Action. A recommendation that came out of the April 2020 Report was to evaluate the shallow groundwater interactions within the Southern Intermittent Stream (SIS) area. Through that continued evaluation, the Parties have determined that certain modifications to the groundwater extraction treatment system at the Seaboard Chemical Corporation and Riverdale Drive Landfill (Site) have the potential to improve the removal of contaminant mass and further protect the surface water quality of the SIS and Randleman Lake. The background information and planned modifications are as follows: Expansion of Extraction System During the Spring and Summer of 2021, an evaluation of the existing extraction system, contaminant source areas, and capacity of the current treatment system was conducted to determine if modifications would increase the effectiveness of the remedial system and improve the removal of contaminant mass. These efforts included the installation and sampling of additional assessment monitoring wells in the SIS basin area, drawdown tests of the existing extraction wells at the SIS basin, and yield testing of select existing wells at the Seaboard Property former Pond 3 area (Figure 1). A description of these activities and resultant recommendations are provided below: Page -1of7 SEABOARD GROUP II AND CITY OF HIGH POINT, NC SIS Basin Area On March 19-20, 2021, four additional groundwater monitoring wells were installed in the area of the SIS basin as shown on Figure 2. Three of the wells were installed as Type II saprolite monitoring wells (AW-2, AW-3, and AW-4) while the fourth well was installed as a Type III bedrock well (AWB-4). Well Construction Records (GW-1) for these wells are provided in Appendix A. These four new monitoring wells along with several wells in the SIS basin area were sampled to provide a snapshot of contaminant concentration in the shallow and deeper portions of the aquifer. A summary of the total VOCs and 1,4-dioxane concentrations reported in the SIS basin wells is also shown on Figure 2. A copy of the full laboratory analytical report is available upon request. In addition to the sampling and analysis of monitoring wells in the SIS basin area, drawdown tests were conducted using existing extraction wells PW-DR1 and RW-SIS1 (Figure 4) which are located in the SIS basin area. These tests were conducted independently after water levels had stabilized to non -pumping conditions. The approximate radius of influence for each of the extraction wells is shown on Figure 3. The contaminant concentrations and observed radius of influence from the existing extraction and monitoring wells suggest that additional extraction of the shallow groundwater in the SIS basin area would be beneficial to further support capture by the extraction system. To improve capture, modifications to existing extraction well RW-SIS1 and one new proposed extraction well (RW-SIS7) are planned for the SIS basin area as shown on Figure 2. The modifications to RW-SIS1 consist of a replacement well which is screened across the full thickness of the saprolite aquifer. The existing extraction well RW-SIS1 yields <1 gpm and this modification should improve the yield at this location. The newly proposed extraction well (RW-SIS7) will be installed on the opposite side of the SIS basin from the RW- SIS1 location. Both extraction wells will be installed to a depth of 50' and completed with a 6" diameter PVC casing which is screened from 10' - 50'. After completion, the reconfigured existing and newly proposed extraction wells will be fitted with a pneumatic pump and plumbed into the existing treatment system at Lift Station 1 consistent with the current extraction wells in the system. The pump intakes will be set 4' off the bottom of the screened section of the well to allow for maximum drawdown in the saprolite aquifer. The effectiveness of the augmented extraction system will be evaluated during the first year of operation by implementation of the Extraction System Evaluation Monitoring Plan, as outlined later in this document. Page -2of7 SEABOARD GROUP II AND CITY OF HIGH POINT, NC Former Pond 3 Area A review of water quality data for the Site indicated an area of high contaminant concentrations downgradient of the former Pond 3 at the Seaboard property. This pond was subject to RCRA closure in the late 1980s and was closed with a concrete cap (Figure 4). Water quality data collected from monitoring well PW-SF1, which is part of the Annual Water Quality Monitoring Program, has reported high concentrations of VOCs and 1,4-dioxane on a consistent basis. During recent maintenance activities, recovery well (R-1) was identified immediately downgradient of former Pond 3 (Figure 4). When the SCC facility was in operation during the 1980s, this well was utilized as an extraction well on a limited basis. A review of files on the NCDEQ website located a construction schematic for recovery well R-1. This construction schematic, along with the construction schematic and boring log for PW- SF1, is provided in Appendix A. The construction schematic for R-1 was confirmed by manually sounding the well in advance of the testing described below. On August 24, 2021, a yield test and sampling event was completed for wells R-1 (60' depth) and PW-SF1 (120' depth). Pumping was gradually stepped up until the maximum volume of water could be extracted while maintaining a stable water level. It was determined that well R-1 would yield approximately 1-1.5 gpm and PW-SF1 would yield approximately 6 gpm. Samples were collected from each of these wells after completion of the yield tests for laboratory analysis of VOCs and 1,4-dioxane. The results of this analysis are shown on Figure 4. A copy of the full laboratory analysis is available upon request. As these two wells are located immediately downgradient of a high contaminant concentration area, incorporation of these wells into the existing extraction system is proposed. These two additional extraction wells will be fitted with pneumatic pumps and plumbed into the existing treatment system at Lift Station 2. Page -3of7 SEABOARD GROUP II AND CITY OF HIGH POINT, NC Extraction System Evaluation Monitoring Plan To evaluate the effectiveness of the proposed extraction system expansion, a select group of monitoring wells will be gauged for changes in water levels to determine the lateral influence of pumping. A subset of this group will be sampled for laboratory analysis of VOCs by EPA Method 8260D and 1,4-dioxane by EPA Method 8260D SIM. Information on vertical flow will also be collected from nested well pairs where available. This evaluation of water levels and contaminant concentrations will occur on a quarterly basis for one year. A baseline data set will be collected prior to initiation of the expanded extraction system and every three months thereafter for a total of 5 monitoring events. The groundwater elevations will also be used to determine vertical flow in nested well pairs. Page - 4 of 7 SEABOARD GROUP II AND CITY OF HIGH POINT, NC Groundwater samples will be collected by using the HydraSleeve sampling protocol. The samples will be placed directly into the laboratory -supplied containers with premeasured preservatives. All samples will be stored on ice and shipped for next day delivery to the analytical laboratory. The groundwater potentiometric maps and a summary of the laboratory analytical results will be prepared and summited on a quarterly basis along with the Quarterly Progress Reports for the Site. Treatment System Priority The existing mechanical and phytoremediation treatment system was constructed based on a design flow of 50 gpm. An evaluation of each extraction point in the remedial system has been conducted. The purpose of the evaluation was to identify the total contaminant concentrations (VOCs and 1,4-dioxane) and contribution of flow to the overall influent flow into the treatment system. Page - 5 of 7 SEABOARD GROUP II AND CITY OF HIGH POINT, NC Capacity of the existing treatment system is limited to a maximum flow of approximately 50 gpm and flow through the system varies from 30 to 60 depending on several factors. Plus the addition of new extraction points necessitates a plan to prioritize operation of the extraction points to provide for the greatest removal of contaminant mass for the available treatment capacity. As noted, several factors play into the overall influent flow from the extraction system. This primarily includes precipitation events and time of year of those precipitation events. It is also worth noting that at certain times of the year, particularly in the summer and fall months, the existing pumping areas plus the proposed additional extraction wells added volumes can be managed by the treatment system. The prioritization evaluation will be performed to optimize the extraction system while maintaining protectiveness at all times. The below priority list will be utilized in order to maintain operations within the flow restrictions of the treatment system. During periods of increased flow volumes, the extraction wells with the lowest priority will be turned off as needed until flows can be managed within the system. High Priority 1. PW-DR1: Primary extraction well for the SIS drainage valley. This well has demonstrated a significant capture zone, including areas northeast of Randleman Lake. 2. LCHT 1— 5: Pumping of these tanks is needed to assure they do not overflow and impact the water quality of Randleman Lake. 3. RW-SIS 1 and RW-SIS7: These two saprolite extraction wells, as proposed above, will compliment PW-DR1 in providing capture of the SIS valley contaminant plume before discharge to Randleman Lake and the SIS basin. 4. RW-SIS 2, 3, and 4: These shallow wells capture impacted groundwater from the area of the Seaboard site prior to impacting the headwaters of the SIS. Total High Priority Extraction Volume: 26 gpm. Medium/Low Priority 1. R-1/PW-SF1: These extraction wells collect the highest contaminant concentrations and should further improve the groundwater quality in the SIS drainage valley. These two wells are located immediately downslope of Pond 3 on the former Seaboard property. 2. RW-NIS1: This well collects shallow groundwater at the terminus of the former NIS. The surface water monitoring station downgradient of this location (SW-DRP2) has shown little to no impact by site -related contaminants. Page -6of7 SEABOARD GROUP II AND CITY OF HIGH POINT, NC 3. NIS Sump: This sump collects a mixture of leachate and upwelling groundwater from the NIS watershed. 4. RW-LFS 1 and 2: These two shallow extraction wells are located on the eastern boundary of the landfill. The relatively low contaminant concentrations in these wells and the lack of detectable surface water impacts at monitoring station SW-7 is the basis for the low priority for these extraction wells.
