RE: Comment Responses with Revised EA and EJ

Dear Donna:
Smith Gardner, Inc. (S+G) has received the following comments on the Environmental
Assessment (EA) and Environmental Justice (EJ) reports for the Area 2 expansion from
NCDEQ. We have revised the EA and EJ reports to address these comments. Additionally,
we have updated the EJ report to be consistent with comments we have received for other
reports recently submitted. The revised documents are attached for your review. NCDEQ
comments are below in italics followed by S+Gs responses.
Comment #1: EA:
a. The signature page of the Alternative Analysis in the appendix should be
signed by staff scientist and by you in the spaces indicated.
b. Fig. 3 -Aerial Map -Please add the surface water features (blue linesl and
labels back in from the last version.
S+G Response:
The revised EA is attached for your review. This document has been revised to include the
aforementioned signatures and Figure 3 has been revised to include the surface water
features.
Comment #2: EJ, Socio Economic Report:
a. The figures, tables, and data should represent the area in a one -mile radius
from the property boundary. The data from two other census tracts should be
included.
b. The applicable census tract numbers should be included on at least one
figure.
c. In Section 7.0, Conclusions - The 103.76 acre property should be changed to
the 707 acre property.
d. The 1-mile radius data from E ISCREEN is not included but in the conclusion
they talk about the one -mile radius being greater than 10016 different for some
of the indicators. ("The demographic analysis of the one - mile radius
surrounding the property indicate the area has a percent population of
minorities that is higher than Wilson County, but lower than the entire census
tract"- not sure how they can say this without the 1-mile datal.

e. Also, the LEP population is flagged as 8% for Spanish speakers who speak
English less than very well, however, it says it is not in their conclusion.
f. There still is no section labeled cumulative impacts.
g. It looks like the radius crosses over into 2 other census tracts as well, but only
one was included in the report.
S+G Response:
The attached EJ report has been revised to address these comments as well as comments
received from NCDEQ for other reports. The tables have been revised to include all three
census tracts that are part of the one -mile radius from the facility property boundary. The
tables summarizing the poverty and LEP data have been revised to highlight cells where the
statistic is >5% above the statewide level, instead of 10%.
Cumulative impacts were addressed in previous versions report; however, they were not
labeled as such. The heading for this section has been changed to reflect the content.

additional comments.
