Box 849 Nashville, NC 27856 PARTICIPANTS: Amanda Thompson, NCDEQ Solid Waste STATUS OF PERMIT: 640 1 -MSWLF- 1983 (Closed): The MSWLF ceased accepting waste during the summer of 1998, closure was documented in a CQAR prepared by GEI Consultants and dated December 1998. 6401-CDLF-1999 (Closed): Locate on top of the closed MSWLF landfill (6401-MSWLF-1983), construction and demolition waste was accepted until 2000, final closure was documented in a CQAR prepared by GEI Consultants and dated March 2000. 6403-CDFL-2000: Permit to Construct Phases 6-9 and Permit to Operate Phases 1-5 was issued August 31, 2021 PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED AND OBSERVED VIOLATIONS None. Page 1 of 4 NORTH CAR()LINAD_E Q�� OepaNnent W Envimnmenbl Wel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. Edge of waste (EOW) markers were observed around 6401-MSWLF-1983, 6401-CDLF-1999, and 6403-CDLF- 2000. Continue to mow around the EOW markers so that they are visible from one to the next. 2. Portions of the grasses on 640 1 -MSWLF- 1983 and 640 1 -CDLF- 1999 were becoming overgrown. The overgrown vegetation should be mown as needed to allow for proper inspection of the site. 3. Two areas of ATV tracks were observed up the side slopes and on top of 6401-MSWLF-1983. It appears that the ATVs are using the powerline to access the property. No trespassing signs have been posted, however, are not deterring the ATV riders. It is recommended that additional possible entrance points to the landfill be blocked or see if a Sheriff Deputy may be able to patrol the area to help deter the ATVs. 4. 6403-CDLF-2000 Phase 4 had been covered and seeded. Some exposed waste was observed along the side slopes. The waste can be picked up and taken to the working face in Phase 5 or covered with soil. 5. Several erosion rills were identified along the northern side slope of CDLF Phase 4. The rills should be repaired and seeded. Additional seeding of the entirety of Phase 4 may be needed to prevent additional erosion. 6. During this inspection, the working face of Phase 5 was small and actively being compacted. Water from the recent rains had pooled between the working face and the berm separating the waste from the remainder of Phase 5. Ms. Thompson reminded Mr. Ben Barnes during a phone call after the inspection, that the water between the waste and berm would need to be pumped and treated as leachate. Standing water was also observed at the eastern end of Phase 5. As per previous discussions, as long as the water standing at the end of Phase 5 had not come into contact with waste, the water could be pumped into the adjacent drainage ditch. 7. The metal recycling pile was small and of manageable size. White goods were stored upright and on the concrete pad. 8. The sediment basin located to the north of the inactive CDLF had been mown and woody vegetation had been removed. The sediment basin to the north of CDLF Phase 4 has been cleaned out and the side slopes mown. Continue the maintenance of the sediment basins as needed to ensure that the basins function properly. 9. The tires have been laced within trailers for transport to Central Carolina Tire. 10. The permit, operations plan, and records were not reviewed during this inspection. 11. Digital photographs were taken during the inspection.
