ADDITIONAL COMMENTS
On January 12, 2022, Chuck Kirchner met Denise Slade to conduct a comprehensive inspection of the WI Burnt Poplar Transfer, LLC – Burnt Poplar Transfer Station located on Burnt Poplar Road in Greensboro, Guilford County. 1. The facility is a permitted municipal solid waste (MSW) and construction and demolition debris (C&D) transfer station with recyclable and recovered materials operations. 2. The facility is owned by GFL Environmental which acquired Waste Industries USA, Inc. on November 15, 2018. 3. Stella Environmental operates the transfer station and hauls MSW to the disposal facility. 4. The scale house is operated by GFL Environmental personnel. 5. The facility is open Monday through Friday 6:00 am to 6:00 pm and Saturday as needed. 6. The facility permit, site plan, and operations plan were discussed.
7. Ms. Slade stated that the facility is currently only accepting MSW waste. 8. The following, at a minimum, must not be accepted for disposal at the facility: hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined
in 40 CFR 761, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f). 9. Pallets and C&D waste that is separated from MSW waste is sent to the C&D Landfill on Riverdale Drive. One container is kept on site for pallets. Ms. Slade stated that not much C&D waste has been received recently at the
transfer station. 10. A separate container is kept on site for tires separated from MSW waste. Tires are brought to New River Tire Recycling as needed. Tires were observed in the tire container at the time of inspection. No tires were stored outside of the container. 11. The facility is permitted to receive non-hazardous solid waste as defined in N.C.G.S. 130A -290(a)(35) which is generated within Guilford, Davidson, Forsyth, and Randolph Counties and in consistent with the Operations Manual (DIN 27106), except where prohibited by North Carolina General Statutes Article 9 of Chapter 130A and the 15A NCAC 13B rules. MSW is currently only being received from Davidson, Forsyth and Guilford Counties. 12. The facility transports solid waste for disposal at the Uwharrie MSW Landfill (62-04) in Montgomery County. 13. The following are facility certified personnel: a. Richard Gales, certified Transfer Station Operations Specialist, TS-2020001, exp. 01/17/23.
b. Shannon Wilkerson, Certified Transfer Station Operations Specialist, TS-2019107, exp. 11/13/22. c. Chris Peterson, Certified Transfer Station Operations Specialist, TS-2019097, exp. 11/13/22. d. Eric D. Brown, certified Transfer Station Operations Specialist, TS-2020046, exp. 07/14/23. e. David R. Lawson, certified Transfer Station Operations Specialist, TS-2020045, exp. 07/14/23. 14. The facility maintains records of the amount of MSW throughput. Records were verified for July 01, 2021 through December 31, 2021. The tonnage received inbound in that time is 34,154.87 tons. Outbound tonnage
during that timeframe was 34,594.11 tons. 15. Ms. Slade stated that the facility receives ~ 250 tons/day of MSW waste.
16. The facility annual report (FAR) was received by the SWS, dated July 27, 2021. Tonnage received July 2020 through June 2021 is 69,204.25 and the tonnage shipped out is 70,091.00.
17. Recyclable and recovered materials are not received at this facility. 18. The facility is required to conduct at least one waste screening per week but not less than 1% by weight of the waste stream entering the facility based on the previous week’s total.
19. Waste screening reports were verified for September 20, 2021 through January 8, 2022. 20. During the inspection, there was one full transfer trailers and three empty transfer trailers on site in addition to the one that was currently being filled in the transfer station.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

21. The transfer trailers appeared to be in good condition. 22. Any leachate collected in troughs shall be emptied into the leachate collection system. 23. Ms. Slade stated that the facility receives 30 – 40 loads per day and ships-out 12 to 15 transfer trailers daily. 24. A very small amount of windblown material was observed on site during this inspection. Windblown material
must be collected by the end of the day and may not be allowed to leave the property boundary. 25. No dust was visible during this inspection. Ensure dust does not leave facility boundaries. 26. Leachate from the tipping floor is designed to drain through three rectangular holes in the rear push wall. The design allows leachate to drop into the load out bay and flow into the [load out bay] drains. Ensure the leachate drain holes in the push wall are maintained such that leachate freely flows into the load out bay. 27. The leachate drains observed in the loadout bay appeared functional.
28. Leachate from the facility flows through two particulate settling tanks then into a collection tank. The leachate collection tank discharges to the City of Greensboro sanitary sewer. 29. Safety Kleen last pumped particulate from the leachate particulate settling tanks April 2, 2021 30. MSW litter, fines, sludge, etc. that trucks track out past the speed bump onto the transfer station entrance shall be routinely swept/pushed back into the building. Any water/liquids that contacts MSW waste shall be treated as leachate. 31. Asphalt in front of the transfer station in need of repair. 32. Some waste observed stuck on deflector plates. Ensure all waste on deflector plates is collected at the end of the day. 33. Propane tanks removed from MSW waste stream were observed outside of the transfer station. Ecoflo, Inc. on Patterson Street in Greensboro should be able to take these. Please contact them at [phone] to discuss
disposal options. 34. Material shredding or grinding is not permissible at the facility. 35. Concrete crushing is permissible at the facility. No concrete crushing observed on site during this inspection.
36. City of Greensboro fire department can be contacted to address an emergency at the facility. 37. The facility has four fire extinguishers located at the transfer station building, one fire extinguisher inside of the scale house, and a water hose located at the transfer station building.
38. The fire extinguishers were inspected by NC Fire Extinguisher, Inc. Fire extinguishers were last inspected in April 2021. 39. Eyewash station outside of transfer station is unflushed and inoperable. 40. The facility has all-weather access roads. 41. The facility is secured by a locked gate. 42. The facility has proper signage.
