(S+G) is pleased to present this report regarding the operation and maintenance (O&M) of the Avery County Closed MSW Landfill (Permit No. 06-01) Landfill Gas Collection and Control System (LFGCCS), and the perimeter monitoring probes for October 2021. Site details are provided below. SITE HISTORY The Avery County Closed MSW landfill is located approximately 0.6 miles southeast of the intersection of Highway 19 and Brushy Creek Mountain Road next to the Avery County Airport and the Unimin Corporation sand mine facility. There is no active mining in the immediate vicinity of the landfill. The MSW landfill was operated from 1970 until it closed in 1993. The property consists of approximately 14.4 acres, with the landfill footprint occupying approximately 9.6 acres of the site. Landfill topography ranges in elevation from approximately 2770 ft. msl to 2670 ft. msl, and slopes downhill toward Brushy Creek. Landfill gas monitoring and LFGCCS maintenance is completed on a monthly basis due to landfill gas concentrations detected in monitoring probes off -site. LFG COLLECTION AND CONTROL SYSTEM MONITORING ACTIVITIES The site has an active Landfill Gas Collection and Control System (LFGCCS) consisting of 10 landfill gas extraction wells (W-1 through W-10), HDPE piping for transmission of collected Landfill gas, a one (1) horsepower blower, a condensate trap and storage tank, a candlestick flare, and associated valves and gauges. Well field and flare station data are provided in the attached Table 1. DocuSign Envelope ID: 6B9BCBF5-1B21-49D2-8F20-AF9E2F61EA51D Ms. Drummond December 6, 2021 Page 2of4 LFG Extraction Well Field • W-1 through W-10: S+G performed methane (CH4), oxygen (02), and carbon dioxide (CO2) monitoring as well as flow and pressure monitoring. In general, gas quality has a wide variance across the wellfield. All wells with the exception of W-5, W-6, and W-10 had recorded oxygen levels below 5% this sampling event. The wells will continue to be tuned to limit the concentration of oxygen in the landfill gas. Flare Station Gas quality measured at the flare is nominal with low levels recorded of methane, and higher levels recorded of oxygen. The higher oxygen levels may be a result of higher oxygen levels measured in the wellfield, and will be investigated further. The wellfield will continue to be monitored, tuned, and maintained as necessary to identify potential issues with the system and to improve gas quality levels. LFG MONITORING WELL (PERIMETER) MONITORING PROGRAM S+G performed monitoring of the perimeter LFG monitoring network during this event. The network consists of probes P-1 through P-13 located around the facility, and in some cases, on adjacent properties. Monitoring results for this month indicate the following probes have landfill gas concentrations above the LEL: • P-3 • P-7 It should be noted that P-3 is located on the landfill property, immediately adjacent to waste on the northern boundary of the site. The concentration in P-3 is significantly lower than the peak observed in fall of 2019. Monitoring probe P-7, also located on the landfill property adjacent to waste, had a methane concentration of 9.4% this month. This is above the LEL, but is lower than the past two monitoring events. Both P-3 and P-7 have been connected to the LFG collection system with an applied vacuum to reduce the migration of LFG. Off -site monitoring probe, P-11, which is located further from the waste near P-3 did not have detectable concentrations of methane. Monitoring probe P-12 is located downstream of P-7, and historically has not indicated the presence of methane; however, it was discovered this month that the well casing was struck by a fallen tree and was unable to be monitored. In addition to damage to P-12, probe P-7 was damaged with the lid ripped off. S+G will make needed repairs to these probes during the November monitoring event. The remaining perimeter monitoring probes generally do not have detectable concentrations of methane. Attachment 1 includes the monitoring forms with results while Attachment 2 provides a CH4 concentration graph over time for monitoring wells that have historically had methane present. Monitoring of the current well network will continue, and data will be reported to NCDEQ and the County. W-5, W-6, and W-10 will continue to be tuned to limit oxygen into the system. S+G will continue to monitor the methane concentrations at the site monthly, and advise the County as needed on repairs required to maintain an effective collection system. The next monitoring event is scheduled for November 2021.
