The field evaluation for this Report was conducted in general accordance with the approved Limit of Waste Evaluation - Investigation Work Plan (Wood, August 2021) and the approved request for additional test pit locations (letter dated September 22, 2021). In general, the newly refined estimated limit of waste reflects a slightly reduced footprint within the historically estimated limit of waste, with few exceptions as noted in the enclosed Report. The findings from this evaluation will be considered for supporting design of a synthetic closure cap system. If Duke Energy or Duke Energy's future engineering design consultant feels additional limit of waste evaluation is warranted to support synthetic closure cap design, such plans would be submitted to the Section for review and approval prior to conducting further investigation. (Wood) prepared this Test Pit Report in partial fulfilment of the contracted engineering services for the Landfill No. 1 (Unlined), Permit #60-04, Limit of Waste Test Pit Evaluation project for the McGuire Nuclear Station (MNS). The project entails observing test pit excavations to identify and stake the limit of waste for Landfill No. 1. An initial estimate of the limit of waste location was obtained from a geophysical report prepared for Landfill No. 1 (Reference 1), which includes coordinates for 58 estimated limit of waste points around the perimeter of Landfill No. 1. 2.0 Field Activities Prior to the commencement of field work, Duke Energy submitted an investigation work plan to the North Carolina Department of Environmental Quality (NCDEQ) on August 23, 2021 and received approval on August 25, 2021. Field work was performed under a project specific Health and Safety Plan dated August 21, 2021 and revised to include asbestos air monitoring on November 2, 2021. Wood and Duke Energy personnel participated in a Readiness Review on August 25, 2021. Initial test pit locations were staked on September 1, 2021. Utility scans were performed in a 50-foot zone around the landfill perimeter on September 2, 2021. A request for additional test pit locations along the northwest perimeter of the landfill and test pit locations interior to the landfill was submitted to NCDEQ on September 22, 2021 and NCDEQ approval was received on September 28, 2021.. The scanned area was expanded a minimum of 60 feet inward (for a total of 85 feet in from the initial estimate) to address added work areas on October 15, 2021. Surveying and utility scans were performed by Fleming Engineering, Inc. Test pit locations are shown on Figure 1. Test pit excavation was performed by Duke Energy personnel and logged by Wood personnel on the following dates. • September 7-8, 2021: Paul Rathbone of Duke and Mike Flanik of Wood excavated and logged test pit locations TP40 through TP53. • September 13, 2021: Paul Rathbone of Duke and Mike Flanik of Wood excavated and logged test pit locations TP54 through TP57 and TP1 through TP11. After this date, work was suspended due to lack of availability of an excavator operator. • October 18, 2021: Paul Rathbone of Duke and Reed Dowdy of Wood excavated and logged test pit locations TP12 through TP20. Suspected asbestos containing material (ACM) was observed in TP16 and TP20. Therefore, work was suspended for evaluation of field procedures and health and safety protocols. Laboratory analysis confirmed that the suspected ACM from TP16 contained asbestos. • November 8-10, 2021: Following revisions to the Health and Safety Plan and implementation of asbestos air monitoring, Paul Rathbone of Duke and Reed Dowdy of Wood excavated and logged test pit locations TP21 through TP39, TP41, TP50, TP53, TP56, and TP59 through TP61. Suspected ACM was observed in TP26, TP30, TP39 and TP53. Survey of stakes marking identified limit of waste locations was performed on November 19, 2021. 3.0 Findings 3.1 Limit of Waste The 58 estimated limit of waste points identified in Reference 1 were staked and used as starting points for test pit excavations. If waste was not observed in a test pit, then additional test pits were performed moving inward toward the landfill interior until either waste was encountered or the limit of the area scanned for utilities was reached. Field activities were carried out in accordance with the approved work plans (see Appendix 1 for NCDEQ correspondence). The limit of waste findings are presented on Figure 1 and Table 1. Selected photos of test pits are presented in Appendix 2. The test pit logs are presented in Appendix 3. In general, the limit of waste was identified at points located at or within the previously estimated limit of waste (represented by the blue line on Figure 1), with the exception of three locations, TP10, TP18, and TP48, where the limit of waste was observed beyond the previously estimated limit of waste. The limit of waste was not identified in test pits between Trenches 8 and 9 along the southern side of the landfill and generally at Trench 1 along the northwestern side of the landfill. This could indicate a general absence of landfill waste in these areas. Also, the limit of waste was not identified at TP50 because wood waste extended to within 1.5 feet of the fence, where excavation was halted to avoid damaging the fence. Test Pit Report, Rev. 0 Wood Project No. 7812210683 The occurrence of observed waste was discontinuous, which reduces confidence regarding interpretation of the limit of waste location between data points. An interpreted approximate limit of waste line is shown on Figure 2. As noted on the figure, the actual location of the limit of waste is known only at the red test pit symbols. 3.2 Soil Type and Thickness At locations where waste was observed, cover soil thickness varied from 1.5 to 8 feet thick. Soil thickness was generally thinner on the northern perimeter of the landfill (TP1-TP10) ranging from 1.0 to 3.0 feet thick. Soil thickness was generally thicker on the northeastern, eastern, southern and western perimeters of the landfill (TP12-TP57) with soil cover thickness ranging from 1.7 to 5.0 feet thick. Three central test pits (TP59-TP61) were excavated up to an 8-foot depth. Soil cover thickness was 8 feet thick in TP59 and 2 feet thick in TP61. TP59 through TP61 were excavated in areas of mounding and therefore does not appear to represent general landfill soil cover thickness. Observed cover soil types included sandy silt, silt, clay, sandy clay, silty clay, clayey silt and silty sand. Gravel was also commonly observed in test pits with landfill waste. The cover soil thicknesses at test pits in which waste was encountered are presented in Table 1. 3.3 Waste Observations The following waste types were observed (refer to test pit logs in Appendix 2 for details): plastic bags, plastic bottles, plastic wrappers, plastic tarp, plastic drum lid, miscellaneous plastic, wiring, Styrofoam, miscellaneous metal, metal cans, metal piping, metal buckets, rebar, concrete, wood planks, plywood and wood logs. The following waste types were observed as suspected ACM: fibrous insulation material (which was confirmed as ACM from material sampled out of TP16), wire insulation, vinyl sheeting and miscellaneous fibrous material. Laboratory analysis results from material sampled out of TP16 are presented in Appendix 4. 3.4 Air Monitoring Asbestos air monitoring was performed on November 8, 9 and 10, 2021. Laboratory analysis results for the air sampling cartridges are presented in Appendix 4. Additionally, a private underground utility locator will mark buried objects such as pipes, tanks or underground utility lines using ground penetrating radar (GPR) and electromagnetics (EM) 25 feet on each side of the staked suspected limits of waste, which are shown on the attached Figure. The purpose of this effort is to minimize the potential for encountering underground utilities or other buried features during excavation activities. 1.2 Test Pit Explorations A Duke Energy Site Services employee will operate a backhoe and excavate test pits to a depth of up to 4 feet below ground surface (bgs) while Wood performs air monitoring and documentation. Work will pause if the following Occupational Safety and Health Administration (OSHA) levels are exceeded (VOCs >5 ppm, LEL above 10%, 02 less than 19.5% or greater than 22%, H2S2 >20 ppm, and CO >50 ppm). The 58 proposed initial test pit locations are shown on Figure 1. If no waste is present in the initial test pit, the excavator will move inward repeating test pits at horizontal increments of approximately 5 feet for up to 25 feet. If waste is present, the excavator will move outward repeating test pits at horizontal increments of approximately 5 feet for up to 25 feet or until waste is not observed to be present within the existing fence. At locations between suspected trenches, field personnel may elect to move directly from the staked test pit to the 25-ft inward test pit location. No test pits or staking will be performed outside of the existing fence. Each test pit will be backfilled with the excavated material and additional clean fill if needed. The observed limit of waste will be staked and surveyed upon completion. 2.0 REPORTING Reporting associated with planned field activities will be presented in a Limit of Waste Evaluation Report. The report will include test pit logs (including air monitoring results and observed waste and/or soil descriptions), a map of the limit -of waste stake locations, and photographs. 3.0 SCHEDULE The proposed test pit excavations are planned to be performed from September 6 through September 17, 2021 with surveying and utility location beginning slightly prior. The Report is anticipated to be provided to NCDEQ in the fourth Quarter of 2021. The locations may shift due to vegetations or other obstacles in the field. The purpose of the additional test pits is to: • Delineate the limit of waste on the northeast perimeter of the landfill (yellow dots on map), where currently no waste was identified at the suspected limit of waste, or within the 50-foot workzone, and • Characterize the central mounded area of the landfill to delineate the depth of waste below the soil cap (blue dots on map), for grading plan considerations when designing the landfill cap. I have included a map, attached to this letter, showing the tentative locations. The map also depicts current progress of the limit of waste evaluation, provided for context and information purposes only at this time. The test pits will be back filled with soil and seeded, following procedures in the approved Limit of Waste Evaluation — Investigation Work Plan.
