PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 9 ADDITIONAL COMMENTS 1. Purpose of the visit was to conduct a comprehensive inspection of Transfer Station. 2. A copy of previous ops plans and current permit were available. Be sure and update onsite copy of the operations plan/application for current permit. Facility annual reports for 2021, random waste screening records for 2020/2021, daily tonnages and operator certification certificates were reviewed. Daily tonnages were determined to be approximately 800 – 850 tons a day. About half what is currently permitted. Certified Transfer Station operators: Leroy Hatmaker expires October 19, 2023; Amber Hunt expires March 23, 2022; Jannie Locklear expires February 9, 2023; Steve Winston and Sinclair Nedd have completed 8 hours of training through a consultant/Stella for basic Transfer Station Basic Training on July 24, 2021. 3. Fire suppression equipment was stationed around facility in form of extinguishers and large water hose. Fire extinguisher on ramp to tipping floor. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 9 4. Newer signs are installed at the facility entrance and by the scales as required by permit. Prohibited items and other pertinent information are on other signs along entrance but “PCBs and Liquid wastes” and permit number should be added to signs according to rule. Facility is secured by a fence and gate. Permit Attachment 3, Part 1, 11 - Signs must be posted at the entrance to the facility that state that no hazardous waste, regulated PCB waste, or liquid waste can be received at the facility; and that provide information on dumping procedures, the hours of operation, the permit number, and other pertinent information. Traffic signs or markers must be provided as necessary to promote an orderly traffic pattern to and from the discharge area and to maintain efficient operating conditions. 5. Windblown waste was not an issue during inspection. Site was clean. Good job. Site has a maintenance program, in which, a contractor comes in addition to onsite staff and periodically grades rock road and yard, does trash pickup, mowing, and windblown. Perimeter fence has silt fence added to help contain windblown each day and make easier to pick up. Good job being proactive. Trailer staging area has rock built up where rear tires go to make rear end of trailer higher than front. This helps a lot with ensuring leachate doesn’t leak out of trailers. No trailers were leaking during visit, good job. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 6 of 9 7. Station uses Stella and Hilco. Hilco to remove recycled waste to Sonoco, Raleigh, NC, and Stella for MSW waste to Sampson County LF. 8. Leachate drains on tipping floor were blocked during site visit. Leachate is piped to a tank that is pumped and hauled by Safety Clean, St Paul’s NC. This is done about twice a year. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 7 of 9 9. Tipping floor was busy but well organized. MSW on left and recyclable cardboard on right. Behind push walls there was a small amount of trash, which should be cleaned up as needed but at least daily. Behind push wall, needs cleaning. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 8 of 9 10. Diverters were recently taken down due to damage and it was a safety concern. Mr. Hatmaker communicated with Mr. Powell about this change before inspection. Discussions on site were for GFL to speak with consultant/engineer on how to replace or to choose another means for this setup in the loading bay. Mr. Powell, with onsite staff, reviewed Permit/Ops plan while onsite for any related requirements for keeping the diverters as designed and they could not find any. Mr. Powell reminded GFL staff that before any changes in operations or design of the onsite facility communicate with NCDEQ permitting to ensure this doesn’t contradict any rules or requirements before any action takes place. 11. Partial removal of the diverters allows for waste falling or being pushed over on the tipping floor to not be funneled into the trailer. It is causing trash to build up around trailer and it must be cleaned up more frequently, about every 3 or 4 trailers. The discussion onsite was that a bobcat is used to clean up the loading bay each time to have a faster turnaround. Mr. Powell suggested a more permanent solution to the diverters should be determined and implemented soon but communicate with NCDEQ once an idea was approved by GFL/City. Mr. Hatmaker indicated there have been no fires, leachate runoffs or emergencies since last inspection. 14. Please keep Mr. Powell informed of any change to the facility structure surrounding the loading bay diverter.
