The facility is owned and operated by Granville County under Permit Number 3901-MSWLF-2012, issued by the North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Section (SWS). The Oxford Landfill consists of two separate waste disposal units. Unit 1 is a former unlined municipal solid waste (MSW) landfill originally permitted for the disposal of domestic, institutional, industrial, agricultural, and demolition wastes, with a C& D landfill on top. Unit 2 is a Subtitle- D MSW landfill. Granville County received the Unit 2 Permit to Operate from the NCDEQ on February 19, 2013. The County began placing waste in Unit 2 on May 1, 2013. This report presents the results of the sampling conducted in Oxford Unit 2. Regulatory Status The Granville County Oxford Unit 2 Landfill groundwater monitoring is completed following the North Carolina Administrative Code Title 15A-Environmental Quality Chapter 13 Sub -Chapter B Solid Waste Management Rule (NCSWMR) §1633 (Detection Monitoring Program). Statistical analyses of the laboratory data when required is prepared following the required compliance demonstration of the NCSWMR Rule .1632(g), (h), and (i). Groundwater Monitoring Program The groundwater monitoring program at the Oxford Unit 2 Landfill consists of the following six monitoring wells: MW-7 (background well), MW-8, MW-9, MW-10, MW-11, and NES-2S. The locations of the groundwater monitoring wells and other site features are identified on Figure 2. A summary of well construction details is provided in Table 1. Surface Water Monitoring Program The surface monitoring program at the Oxford Unit 2 Landfill consists of two surface water sampling points, SW-3 and SW-4, which are located respectively upstream and downstream of the facility, along an unnamed perennial creek that runs along the east side of the landfill. The locations of the surface monitoring points are identified on Figure 2. 2 GROUNDWATER GAUGING AND WATER SAMPLE COLLECTION Groundwater levels were gauged in groundwater monitoring wells MW-7, MW-8, MW-9, MW-10, MW-11, and NES-2S on August 18, 2021, as part of the site monitoring. Depths to groundwater were measured using an electronic interface probe that was thoroughly decontaminated between wells with a non - phosphate soap and water wash followed in order by multiple rinses with distilled water, an isopropyl alcohol rinse, and multiple distilled water rinses. Depth to water measurements were made after the wells were opened for a sufficient period of time to allow water levels to equilibrate with atmospheric pressure. Groundwater elevations collected at the monitoring wells on August 18, 2021, are presented in Table 2. Groundwater samples were collected from the downgradient site monitoring wells on August 18, 2021, for laboratory analysis to monitor the quality of groundwater at the site with respect to Appendix I of 40 CFR Part 258, from here on known as North Carolina Appendix I list of constituents and in accordance with the SWS' s May 29, 2018 Memo, 1,4-dioxane was added to the list of parameters to be sampled. GARRETT EAP Page 1 of 4 &MOORE este indusfrnes Water Quality Monitoring Report — December 2021 Granville County Oxford Unit 2 Landfill — Permit No. 3901-MSWLF-2012 The groundwater samples were collected and handled in accordance with the sampling protocols included in the site Water Quality Monitoring Plan as well as the SWS Groundwater Monitoring Guidance Document. It is noted that monitoring well MW-7 serves as the upgradient, natural background well for the facility, and monitoring wells MW-8, MW-9, MW-10, MW-11, and NES-2S serving as the downgradient monitoring wells. NES-2S also serves as a performance well under the Unit 1 Corrective Action Plan (CAP) for the facility. All reusable sampling equipment was properly decontaminated between sampling locations with a non -phosphate soap and water wash, followed by multiple rinses with distilled water. New disposable nitrile or latex gloves were worn during all sampling activities. Disposable sampling equipment/material was discarded after each use. Prior to groundwater sampling, the monitoring wells were purged of a minimum of six well volumes of water using a peristaltic pump under low flow (5200 ml/min.) conditions. During purging, measurements were made in the field of the pH, temperature, specific conductance oxygen reduction potential (ORP), dissolved oxygen and turbidity of the groundwater collected from the monitoring wells. The results of the field analyses of these parameters are presented in Table 3. Copies of Groundwater Sampling Forms containing pertinent information recorded in the field during purging and sampling at each groundwater monitoring well are presented in Appendix A. The results of the field -measured water -quality parameters indicate that the values measured in groundwater collected from the site monitoring wells were generally within applicable stabilization criteria (± 10%; see Groundwater Sampling Forms). Groundwater at the site is acidic based on the pH values measured in the field (5.42 to 7.37). Specific conductance values ranged from 161.3 (MW-11) to 425.6 (MW-7) pS/cm in groundwater at the monitoring wells. Turbidity values ranged from 0.6 (MW-8, MW-9) to 8.2 (MW-7) NTUs. After field parameters had stabilized over six consecutive recording intervals, groundwater samples were collected using the same tubing that was used to purge the well. The samples were decanted directly into laboratory prepared containers, which were then placed into ice -filled coolers and shipped under proper chain -of -custody to Pace Analytical Services, Inc. (Pace) for analysis. Surface water samples were collected from sampling locations SW-3 and SW-4 (Figure 2). New disposable nitrile or latex gloves were worn during all sampling activities. All surface water samples were collected in accordance with the protocol presented in the SWS Groundwater Monitoring Guidance Document. Field Logs are included in Appendix A and field parameters are summarized in Table 3. Following collection, the samples were placed into ice -filled coolers and shipped under proper chain -of - custody to Pace for analysis. Laboratory Analyses Pace Analytical Services, Inc. analyzed the August 2021 groundwater and surface water samples under chain -of -custody control. The complete laboratory analytical reports and the chains of custody from the August 2021 sampling event are included in Appendix B. Kam:*4110&K91ael:Z190JZIBATi%r94:7_1►I11K11:7y_Ta:111111ITi%r94:7_1►/_1W&II &I Groundwater flow direction, average hydraulic gradient, and average interstitial flow velocity were derived from water -level measurements recorded during the sampling event. A water -table elevation contour map derived from the August 18, 2021 groundwater elevation measurements is presented as Figure 3. The water -table elevation contours indicate that the direction of shallow groundwater flow is generally to the north-northwest. GAR11ETT IAP Page 2 of 4 & MOORE Engineering for Ithe Power and Wasle Indusrnes Water Quality Monitoring Report — December 2021 Granville County Oxford Unit 2 Landfill — Permit No. 3901-MSWLF-2012 The hydraulic gradient in the vicinity of each well was derived by dividing the elevation difference between water table elevations measured at the monitoring wells and proximal water -table elevation contour lines, by the perpendicular horizontal distance between the wells and contours (Figure 3 and Table 4). The water -table elevation contours indicate an average hydraulic gradient of approximately 0.018 ft./ft. Results of in -situ slug testing presented by others (LaBella, 2021) indicate an average hydraulic conductivity value in the shallow surficial aquifer of 4.43 ft/day. Using the horizontal hydraulic gradient measurements, the individual estimate of hydraulic conductivity, and an assumed effective porosity of 0.15 (LaBella, 2021), the range of average interstitial groundwater flow velocities for the shallow surficial aquifer was calculated using the following formula: vX = (K/ne) x dhldl Where: vX = average interstitial groundwater flow velocity K = hydraulic conductivity ne = effective porosity dh/dl = horizontal hydraulic gradient Average linear flow velocities are estimated to range between approximately 95.7 to 364 feet/year (0.26 to 1.0 feet/day), with a geometric mean of 193 feet/year (0.53 feet/day). Table 4 summarizes the data used to calculate the average interstitial groundwater flow velocity in the vicinity of each monitoring well. Analytical Results for Groundwater and Comparisons to Standards The historical groundwater elevation data are presented in Appendix C. Historical analytical results for groundwater and surface water are presented in Appendix D and Appendix E, respectively. Inorganic Analyses Three metals constituents were detected in the August 2021 Sampling Event in groundwater at quantified concentrations above the method detection limit (MDL): barium (MW-7, MW-8, MW-9, MW-10, MW-11); copper (MW- 8, MW-10); and manganese (MW-7). Three metals constituents were detected above the method reporting limit (MRL): barium (MW-7, MW-8, MW-9, MW-10, MW-11); copper (MW-10); and manganese (MW-7). Apart from manganese in MW-7, no constituents were detected in exceedance of the NC groundwater standards. Manganese has periodically been reported in the background well MW- 7 and believed to represent naturally occurring background conditions. Iron was detected below the NC2L Standard in MW-7. Note that iron is not a required parameter for the Unit 2 MSW Landfill but was analyzed in MW-7 for the Unit 1 Landfill. MW-7 is the upgradient background well for both Unit 1 and Unit 2, so the metals detected in MW-7 are believed to represent naturally occurring background concentrations. Table 5 summarizes the detections in groundwater from the August 2021 sampling event. Organic Analyses Tetrahydrofuran was detected in MW-9 at a concentration below the method reporting limit (MRL). No organic constituents were detected in exceedance with the groundwater standards during the August 2021 sampling event. Surface water analytical results from the site were compared to the 15A-NCAC-2B (NC 2B) surface water standards for Class C waters aquatic life and secondary recreation. No constituents were detected above the NC 2B standard for Class C waters. Table 5 summarizes the detections in surface water from the August 2021 sampling event. 4 CONCLUSIONS Based on analytical results from the August 2021 monitoring event, the Granville County, Oxford Unit 2 Landfill will remain in the Detection Monitoring program.
