Dear Ms. Drummond:
Bunnell-Lammons Engineering, Inc. (BLE) is pleased to submit this revised schedule to the North
Carolina Division of Waste Management (NCDWM) Solid Waste Section (SWS) for the Corrective
Action Evaluation Report (CAER) for the subject site.
The subject landfill site is located in Buncombe County, North Carolina, approximately five miles north
of the city of Asheville with a physical address of 2726 Riverside Drive in Woodfin, North Carolina.
Buncombe County provides post -closure care for the Pre -Subtitle D MSWLF (unlined) which included
waste units designated Area A through Area D. The landfill stopped receiving waste in September
1997 and is now closed.
Groundwater and surface water monitoring is performed at the site in accordance with a DWM
approved Corrective Action Plan (CAP) dated September 3, 2014 [DIN 21838 (SCS Engineers File No
09204072.06)] and a DWM approved Request for Reduction of MNA Parameters dated November 30,
2016 [DIN 27144 (SCS Engineers File No 09204072.14)]. The facility requires semi-annual
groundwater and surface water monitoring and reporting in accordance with the CAP, et seq. Semi-
annual sampling is typically conducted each April and October and those events are designated
"Spring" and "Fall," respectively.
In accordance with approved plans, twenty-four (24) groundwater monitoring wells and five (5)
surface water locations are sampled and groundwater levels are measured at thirty-eight (38)
groundwater monitoring wells during each semi-annual event. Sampling and laboratory analytical
services are currently provided by Pace Analytical Services, Inc. (Pace) under direct contract with BLE.
The CAP specifies that a CAER will be submitted to evaluate the site's remedial progress on a 5-year
schedule. Buncombe County has retained BLE to prepare a CAER for submittal to the SWS.
The CAER was planned for submittal at the end of 2021 and was to include the water quality data
collected through the Fall (October 2021) sampling event. However, a fire occurred at one of the Pace

laboratories which resulted in a backlog of analytical work. We also understand that Pace is currently
over capacity at all laboratories as the result increased demand for services and labor shortages (which
is industry wide). These combined issues have resulted in significant delays.
We understand that Pace will issue the October 2021 sampling report by the end of December. Based
on this delivery date, BLE anticipates submitting the CAER to the SWS on or before March 31, 2022.
