Dear Mr. Horton, The additional information (site groundwater data, State Groundwater Standards) you requested in your November 25, 1997 letter is attached. The following is provided to answer the questions you mentioned in your letter. 1) 2) What chemicals and to what degree do they exceed State standards? The Solid Waste Section's primary concern at this point are the volatile organic compounds that have been confirmed by the data Haywood County (County) has submitted to the Solid Waste Section (SWS). I have attached pertinent copies of the last data submittal which is typical of past results. I also penciled in the State groundwater standard (NCAC 15A Subchapter 2L) for comparison purposes. Note: Data from monitoring well MW-2 was not included in the submittal. Under which testing requirements are you referring to - requirements at the time of closure or new Subtitle D requirements? The SWS water quality sampling policy for municipal solid waste landfills (MSWLFs) that closed before the implementation of the Subtitle D rules (i.e. Francis Farm Landfill) requires, at a minimum, semi-annual sampling and analyzing for metals and volatile organic compounds. To fulfill these requirements Haywood County has been sampling and analyzing for twelve metals and performing a volatile scan (method 8260) at the Francis Farm Landfill. The requirements for detection monitoring at Subtitle D facilities are similar but requirements after contaminants are detected at Subtitle D facilities may be quite different. Although the Francis Farm Landfill is not required to comply with Subtitle D water quality monitoring rules it must comply with the 2L ground water standards. Dear Mr. Horton, Water quality data from past sampling of the ground water detection monitoring wells at the closed Haywood County Francis Farm Landfill indicates levels of chemical constituents exceeding water quality standards. All of the monitoring wells have exceedances of N.C. State groundwater standards and are located at or near the facility property boundaries. Pursuant to N.C. Administrative Code 13B assessment/remediative measures are required. The County should acquire the services of a N.C. licensed'professional geologist with experience in assessment and remediation of ground water contamination and submit a plan that addresses the objectives the County believes will address the ground water exceedances. The professional geologist shall consult with the Solid Waste Section (Section) about the landfill site prior to developing the plan. The Section will review the submitted plan, approve it, or request more information or amendments before implementation. The plan shall then be implemented as approved. Requests for modification of the assessment plan must be submitted in writing to the Section and approved by the Section. Meyer, Director c August 12, 1997 Mr. Roger Lyda Town Of Canton 58 Parks Street Canton, N.C. 28716 e�� DEHNR Re: Water Quality Monitoring Requirements - Town of Canton Landfill (Permit # 44-04) Dear Mr. Lyda: The Solid Waste Section has not received any water quality monitoring data from the Town of Canton Landfill since the June 29, 1995 sampling event. If the monitoring wells have been sampled since then, please submit a copy of all of the data to this office without delay. If no additional monitoring has been done, a sampling event should be scheduled as soon as possible. Unless there has been a change in the facility permit (44-04), water quality monitoring continues to be a requirement at the site. All monitoring wells and surface water locations must be sampled semi-annually. Please contact the Solid Waste Section immediately upon receipt of this letter to inform us of the status of the water quality monitoring program at the Town of Canton Landfill.
