Permit Expired on September 30, 2020. The Permit renewal paperwork was submitted to Permitting on December 14, 2020. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: A. 15A NCAC 13B .0566 (8), "Surface water shall be diverted from the working face and shall not be impounded over waste." And 15A NCAC 13B .0566 (9) states, "Solid waste shall not be disposed of in water." RESOLVED: During the inspection, no water was found to be ponding at the toe of the southern edge of the LCID. The area had been graded to shed water away from the waste. B. 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of three horizontal to one vertical at any time." OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1) Roanoke Valley LCID Landfill is owned and operated by Rightmyer Machine Rentals, Inc. The facility is not open to the public. 2) This facility is permitted to receive land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil; inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in accordance with NCGS 130- 294(m). 3) The facility has set a maximum disposal rate of 70,000 cubic yards per year (average of 275 cubic yards per day based on 253 operating days per year). 4) This facility is permitted to receive waste generated Halifax, Bertie, Hertford, Northampton, Warren, Vance, Granville, Franklin, Nash, Wilson, Edgecombe, Pitt, Martin, Chowan, and Gates Counties in North Carolina and Suffolk, Southampton, Greensville, Brunswick, Mecklenburg, Lunenburg, Nottoway, Amelia, Chesterfield, Dinwiddie, Prince George, Sussex, Surry, and Ile of Wright Counties in Virginia. 5) The access road is of all-weather construction and appears to be properly maintained. 6) White edge of waste markers were observed. No land clearing waste was observed outside of the edge of waste markers. Beneficial fill was identified within the beneficial fill areas along the northwest and southeast side slopes. 7) The waste stream was clean with no unacceptable wastes observed. Good Job! Continue to ensure that any unacceptable wastes are removed and properly disposed of. 8) A pile of land clearing debris was observed in the northern portion of the landfill. Piles of asphalt and cover dirt were identified near the southern portion of the LCID. Mr. Rightmyer stated that additional cover dirt would be brought in. Ensure that all waste is covered with six inches of soil monthly or when the working face reaches one acre in size, whichever occurs first. 9) Digital photographs were taken during the inspection.
