Permit is currently under review. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NONE OBSERVED VIOLATIONS: NONE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 1. The hours of operation are Monday thru Friday, 7:30am-12:00pm and 12:30pm-4:00pm; closed weekends. 2. The facility has proper signage. 3. The facility is properly secured with a locked gate. Personnel are onsite during operating hours. 4. Permit, operations plan, and site plan were readily accessible and reviewed with operator. 5. Records not reviewed during this inspection. 6. The following are facility certified personnel: a. Ruth Nance, Certified Transfer Station Specialist, expires 4/5/2020 b. Cliff Baldwin, Certified Transfer Station Specialist, expires 5/1/2022 c. Kent Bordeaux, Certified Transfer Station Specialist, expires 7/18/2022 7. Tire certification records for January 6, 2021 through October 18, 2021 reviewed. Tire certification records are very well maintained and kept in the scalehouse. 8. Random inspections are being performed and recorded. 9. This facility is permitted to receive solid waste generated within Columbus, Brunswick, New Hanover, Pender, Bladen, and Robeson Counties. Waste transported for disposal must go to Sampson County Disposal (Permit Number 8202-MSWLF-2000) in Roseboro. 10. Hilco Transport loads and hauls the waste for this facility. 11. Tires are being placed in a covered trailer upon receipt. 12. Windblown waste being well managed. Windblown debris is removed daily as required. 13. Waste on the tipping floor was being managed in accordance with the facility Permit to Operate and approved Operations Plan. No unacceptable items were observed at the time of the inspection. 14. The leachate collection system was reviewed and is operating properly at this time. 15. There were several charged fire extinguishers available for fire control. 16. The access around the facility is stable and no soil erosion was noted. 17. Digital pictures were taken during the inspection.
