Re: Water Quality Monitoring at the Western Carolina University Landfill (Permit
#50-01).
Dear Mr. Comre,
Per your request to suspend semi-annual water quality monitoring at the above referenced
site, the Solid Waste Section has reviewed past water quality data reports. The reports
indicate that volatile organic compounds have been present in monitoring well MW-3.
Although these compounds have rarely exceeded the State Ground Water Standards (2L)
their consistent presence is sufficient reason to continue to monitor the water quality at
the site. Therefore, the Section will permit annual monitoring at the Western Carolina
University landfill until such time that it can be demonstrated that volatile organic
compounds from the landfill are not impacting ground water.
The most recent semi-annual water quality report revealed that monitoring well MW-3
was damaged and could not be sampled. Because this well is crucial in the monitoring of
contaminants at the site, please repair or replace this well before the next sampling
episode. If the well is replaced the new well must be located and screened in the same
locale as MW-3 and MW-3 shall be abandoned in accordance with 15A NCAC, 2C, Well
Construction Standards.
