S&ME, Inc. 155 Tradd Street Spartanburg, SC 29606-6708 Subject: Request for Proposal Monitoring Well Installation Western Carolina University Landfill Dear Mr. Perry: The North Carolina Department of Environment, Health, and Natural Resources, Division of Solid Waste Management, requires replacement of the upgradient monitoring well (MW-1) at the University's landfill. The well has been vandalized by introduction of debris into the two inch PVC riser. Please submit a proposal for providing professional engineering services to include all labor, material, travel, etc., for (1) the installation and development of a new monitoring well and (2) permanent closure of the vandalized monitoring well. The new monitoring well should be installed according to the following instructions: 1. A well construction permit must be obtained from the Division of Environmental Management. 2. The well is to be constructed according to the specifications in the North Carolina Water Quality Monitoring Guidance Document for Solid Waste Facilities. The well should be drilled to a depth that will ensure drought conditions will not render the well ineffective. 3. The well is to be placed within the permitted boundary of the landfill near the vandalized well to allow monitoring of the same background area. Page Two Mr. Howard Perry 4. The well must be thoroughly developed after construction to reduce suspended solids, flush out the well and re-establish equilibrium in the aquifer. A well installation report is required by the North Carolina -Division --of -Solid-Waste Management within 15 days o-f--wel- installation. The report must include a complete and accurate Well Completion Record (DHS 3342) and Typical Schematic, a summary of hydrogeological data accumulated from the boring operation, and all boring logs and other pertinent subsurface information. Groundwater sampling and analyzes are not required. The existing vandalized monitoring well that is being replaced shall be permanently abandoned in accordance with the procedures cited in NCAC Title 15 Subchapter 2C Section .0100, with the exception that no disinfection is to be done. The well has an unobstructed depth of 71 feet. Attached are copies of the site plan and the test boring and installation record of the vandalized monitoring well for your use in preparing a proposal. Meyer Director Thank you for your assistance during my visit to the Western Carolina University Landfill on September 17, 1992. As per our discussion, the Solid Waste Section requests the replacement of monitoring well # 1. It apparently has been vandalized by the introduction of debris into the well casing. Well completion records in our files indicate the well is 90 feet deep, however, our field measurements gave an unobstructed depth of only 71 feet from the top of the inner well casing. This the only upgradient well and the landfill will have to be monitored post closure. The replacement well should be installed according to the following conditions: 1. The well is to be placed within the permitted boundary of the facility in an area free of garbage, refuse, or debris. The location should allow for the monitoring of the same area as the replaced well. 2. The well should be drilled to a depth (and likewise, the screen placed at a vertical location) that will insure that future drought conditions, which may lower the water table, will not render the well ineffective. The top of the well screen should be placed just above the level of the seasonal high water table. 3. The well is to be constructed according the the specifications in the "North Carolina Water Quality Monitoring Guidance Document for Solid Waste Facilities" as illustrated by the "Typical Monitoring Well Schematic" that is enclosed. An Equal Opportunity Affirmative Action Employer 4. The screen should be a maximum of 15 feet in length. The sand pack should extend no more than 2 feet above the screen. A bentonite seal of at least 1.0 foot should be-- - installed above the screened interval. 5. Well construction permits must be obtained from the Division of Environmental Management, Groundwater Section. 6. The well must be thoroughly developed after construction in order to reduce the suspended solids, flush out the well and -_re—establish equi-librium in the aquifer. - Within 15 days of completion of the well installation, a complete and accurate Well Completion Record (DHS 3342) and Typical Schematic should be submitted to this office.
